Today is CGFM Day at the online Association of Government Accountants’ Professional Development Training conference. I earned my Certified Government Financial Manager certification in 2016. The Emancipation Proclaim became effective on January 1, 1863 and changed the status of African-Americans living under slavery in the Confederate States from enslaved to free.

The proclamation was not widely enforced in the state of Texas, and news did not reach enslaved people in Galveston, TX until more Then two years later on June 19, 1865, when Union army general Gordon Granger's read federal orders proclaiming that all enslaved persons in Texas were now free. Juneteenth is celebrated to commemorate the day that the news finally reached enslaved people in this remote area.
