Is the Variable Nobody Modeled Within two square miles of Holly Springs, NC, three Fortune 500 companies have committed $6.7 billion to pharmaceutical and biotech manufacturing.
Genentech/Roche. Amgen. Johnson & Johnson. FUJIFILM Diosynth — building the largest cell culture biopharmaceutical CDMO of its type in the US. Up the road in Durham, AbbVie just announced a $1.4 billion campus to manufacture immunology, neuroscience, and oncology medicines.
North Carolina is being recruited as a cornerstone of America’s pharmaceutical manufacturing future.
This week, Holly Springs is preparing to implement Stage 1 water restrictions.

Water is not a utility in pharmaceutical manufacturing. It is a raw material and a compliance asset.
Sterile injectable manufacturing — the core of what’s being built here — requires water systems operating at exacting FDA and EMA specifications. The source is the same Cape Fear River now under stress from historic drought, inter-county water rights litigation, and a state legislature improvising responses in real time.
Precipitation deficits have been building since late summer 2025. More than 12 inches below normal statewide. The drought is forecast to persist through at least late July. Nearly all 100 North Carolina counties are affected.
This is not a weather anomaly against a stable baseline. It is a stress event arriving into a system already under demand pressure from one of the fastest-growing life sciences corridors in the country.

The economic development narrative is being written in the language of jobs, investment, and innovation. These are real and worth celebrating.
But rational investments made in parallel, without a shared systems view of foundational dependencies, is precisely how structural gaps hide in plain sight — until they don’t.
The investment thesis is strong. The infrastructure thesis needs examination.
The question worth asking now, while there is still time to ask it well:
**What is the water plan — not for the next drought, but for the next decade of manufacturing at this scale?**
That question belongs in every economic development, legislative, municipal, and boardroom conversation happening in this corridor right now.
The investment announcements were made. The groundbreaking ceremonies were held.
The water still has to show up.
