Cities typically outsource park maintenance. How about maintenance of park restrooms? Do you have the company performing landscape related tasks maintain the park restrooms as well? Do you have a separate contractor (janitorial company) perform this service or do you have in-house staff clean restrooms in parks?

Lowest Responsible Bid or Request for Proposals (RFP)

Historically, cities and counties have awarded park maintenance contracts to the lowest "responsible" bidder. This approach has in some cases, provided poor quality of work. As a result, some agencies are conducting a Request for Proposals (RFP) process instead. A two-phase process, whereby a limited group of proposers is selected based on qualifications and their general approach to a project. Detailed proposals from these shortlisted proposers are considered according to "best value," not just the lowest price. An RFP process is preferred to gauge the commitment by the contractor to serve the City. However, this approach comes at a cost, since the lowest bid in most cases is not selected. What do you do?

What is an IIPP Is and How It Works
The Injury and Illness Prevention Program (IIPP) is a basic written workplace safety program.
