Kenney Reservoir The Rio Blanco Water Conservancy District is a Special Sub-District of the State of Colorado. In 1983 and 1984 RBWCD constructed the Taylor Draw Dam. Kenney Res.

The Rio Blanco Water Conservancy District (RBWCD) was formed 1978 as part of Water Users Association No.1 under the Colorado River Water Conservation District to conserve and provide water resources and development of water resources for citizens and property owners of Western Rio Blanco County which includes municipal, agricultural, and industrial. This includes operations and oversight of Taylor

Draw Dam and Kenney Reservoir. In 1992 all assets of the Water Users Association No.1 were transferred to form the RBWCD. Then in 1993 the RBWCD constructed the hydroelectric facility. Both Taylor Draw Dam and the hydroelectric facility were fully self-funded by the property owners of western Rio Blanco County. Kenney Reservoir was created with the construction of Taylor Draw Dam. At original build Kenney Reservoir was 13,800 acre/ft. Today some 30 years later Kenney Res. is closer to 9,000 acre/ft due to ongoing siltation. In an effort to slow the siltation and effectively extend the life of Kenney Res. the RBWCD in a cooperative effort with the Bureau of Land management has constructed over 800 sediment traps in western Rio Blanco County and the White River drainage. The Taylor Draw hydroelectric facility is 2-megawatts. To put this into perspective, at peak power generation the hydroelectric facility has the capacity to supply approximately 30% of all Municipal and Industrial power needs in the immediate Rangely, Colorado area. Presently the RBWCD is well on their way with the development of another multi-purpose reservoir with a design capacity of 90,000 acre/ft. This reservoir will supplement water for ag, environmental, municipal, industrial, and recreational when low water flows conditions exist in the White River. Another new lowest recorded flow measurement marked in history today at 4:30 AM.

Our friends with the USGS installed a camera at the White River at Boise Creek stream gage tracking the river. Check it out.

Public Notice: White River Fish Mortality Update

The RBWCD have received several reports regarding dead fish in our local waterways and Kenney Reservoir. We want to clarify some of the details and cause of this situation:

* Location: The fish mortality is occurring upstream in the White River, not within Kenney Reservoir itself.
* Cause: Colorado Parks and Wildlife (CPW) anticipated this event due to recent intense monsoon rainfall over local burn scar areas.
* Contributing Factors: The rain washed heavy sediment into the White River. Combined with current low water flows and high water temperatures, this has depleted oxygen levels for the fish.
* Outlook: Additional fish die-offs may be expected if these environmental conditions persist.

CPW and RBWCD will continue working cooperatively to monitor our local conditions.
