Guess how many large GPU clusters the government owns or operates? Zero. Here is a list of their biggest and an overview of the large commercial clusters with encouragement to change the situation:

The government needs large clusters of GPUs dedicated to missions that matter to national security and acceleration of AI in service to our citizens. We currently have none.

Admittedly this is the super basic version of OODA as a concept, not really reflective of the full nuanced complexities in Boyd's last iterations of his model. But I'm going for an introduction here. Would love your thoughts if it resonates with you and would appreciate you sharing if you think it is a good introduction.

The OODA Loop is a decision-cycle because every action causes changes to the competitive environment and must be continued till victory. Here is a summary of parts:

1. Observe: Actively take in the entire competitive landscape and environment with every sensor and sense and do so faster than your rivals.

2. Orient: The most critical step—analyze the situation within the context of all available intelligence, cognitive frameworks, and every possible move your competitors might make.

3. Decide: Choose the course of action that maximizes your advantage while placing your competitors at a disadvantage.

4. Act: Execute your decision with precision and speed, continuously assessing the impact to adapt and maintain your edge in the competition.
