"The Virginia Board of Pharmacy didn’t abuse its discretion by ending PharmaCann Virginia LLC’s application process after the grower failed to complete regulatory requirements for the facility within the required one-year time frame, the Virginia Court of Appeals said.

PharmaCann also failed to demonstrate that the board treated it differently from other conditional permit holders, the court said."

However, one thing that you cannot easily manufacture is culture, which in cannabis is arguably more critical to building a long-term brand in than other CPG industries. Cannabis pure-play brands (e.g. Cookies, Stiiizy, Kiva) have spent years building a loyal following by partnering with influencers who understand and embody their culture. So while brands can indeed be manufactured from scratch, it is not a given that MSO brands will be perceived as authentic and embraced by savvy, experienced consumers."

“Having funding is essential to the success of an equity program, and eliminating that funding (would be) a slap in the face to those who have worked so hard to ensure Virginia has a healthy and equitable cannabis market,” Paul McLean, executive director of the Virginia Minority Cannabis Coalition, wrote in a statement emailed to MJBiz Daily on Monday.

“Though portions of the law that legalized possession and consumption of ma*****na for adults 21 and older have been in effect since July and can’t easily be rolled back, the so-called “reenactment” clause for adult-use businesses to get up and running is now uncertain, industry sources told MJBizDaily.

Pedini noted that the final votes for the two bills that authorized a recreational market were along party lines, with all Democrats in favor and every Republican opposed in the 47-44 vote.

‘At this point, we’re expecting a repeat of the 2021 vote,’ Pedini said of the partisan divide. ‘There’s no reason to believe it will be any different.’

‘The lieutenant governor had to cast the tie-breaking vote’ in the state Senate on adult-use legalization, Pedini said about how contentious legalization was in the Virginia capitol this year.

‘It’s not clear a bill could even make it out of committee at this point.’”

Sheba Williams from Nolef Turns Inc. says one of the main goals of the partnership is to create more social equity in the cannabis industry.

“The biggest goal is educating people, centering people in this legislation because there are people who are still sitting in jails and prisons for cannabis-related offenses,” she said.

Aside from entrepreneurship, those involved also hope to continue to fight for those currently serving cannabis-related sentences.

“What better way to do it than to have some experts who can help with actually helping those people get into the business side of things to start the process of erasing those harms,” said Williams.
