A project win answers one question. Economic impact analysis helps answer the next one: What was that win worth to the community?

During Measure What Matters, the Chmura team explored how economic impact analysis can measure jobs, labor income, economic activity, GDP, tax revenue, and the broader ripple effects created by a project.

We also looked at where that analysis can support economic development decisions, from evaluating opportunities and incentive discussions to project announcements and post-project reporting.

The biggest takeaway: credible analysis matters, but so does the ability to translate the results into a clear story stakeholders can understand.

What workforce metrics should CHROs track in 2026?

Internal measures such as time to fill are more useful when paired with external labor conditions. Occupation gaps, posting velocity, wage growth, labor supply, employer concentration, and qualification profiles can help explain whether a hiring problem is internal or market-driven.

The article outlines 9 external workforce metrics and a multi-signal risk framework for interpreting them.

Before choosing a workforce metric, start with the question you need to answer.

People served can tell you about reach. Employment can tell you about outcomes. Earnings and retention provide additional context. Economic analysis can help explain broader impact.

The strongest story is not necessarily the one with the most metrics. It is the one where each metric helps answer an important question.

Your board report can be full of numbers and still leave funders asking, what happened next? 📊

Placement, retention, earnings, credentials, employer outcomes, and cost all answer different parts of that question.

The challenge is knowing which measures belong together and what benchmark gives them meaning. 👀

National Workforce Development Month takes place every September.

NAWDP created the observance in 2005, and a 2025 congressional resolution cited more than 550 workforce boards and 2,300 American Job Centers.

For local workforce organizations, the month is an opportunity to connect verified outcomes with participant, employer, and staff stories. A four-week campaign typically requires planning six to eight weeks in advance.
