LOPINE "CHYNNA" TOILOLO AND CALL TO ACTION LESSONS LEARNED: It's a real tragedy what happened to Chynna Toilolo, and we grieve for the family, but under the circumstances, justice will be served because of the quick action on the part of the family, not the police (However, they did their job once a body was discovered).

When the police informed the Toilolo family they couldn't do anything to help "because adults have a right to disappear" and refused to open a missing persons case, the family launched their own investigation by accessing Chynna's phone records and checking account promptly.

Valuable lessons are learned here:
(1) Police agencies need reform, in that they truly need a Missing Persons Unit or for smaller departments an officer assigned to missing persons cases specifically because banking and cellular phone records should be accessed immediately under the Community Caretaker Doctrine exception to the Fourth Amendment;
(2) if the police can't help, or won't help, the family should jump into action just as the Toilolo family did. Phone carriers will only keep records for a very short time unless professional prompted to preserve records otherwise. (Upon request, I have a Preservation of Records Request); and
(3) if the family needs help there are resources and volunteer organizations such as We Help The Missing and the Utah Cold Case Coalition, or they can even hire a private investigator who has experience in finding missing persons.

After police announced an arrest in the murder of 30-year-old Lopine "Chynna" Toilolo, 2News is looking into the difficulty some families face in reporting their loved ones missing. KUTV: Hayley Crombleholme reports Toilolo was found dead in Ogden Canyon five weeks ago, and police have now arrested....

***SHARE*** HELP US CATCH A CRIMINAL. WHO IS THIS WOMAN? On 9/27/2019, this woman stole $8500 from my client's bank accounts at US Bank using fake identification pretending to be my client. A US Bank teller allowed her to withdraw $5000 at the Smith's location of US Bank in Sunset, Utah, even though she first tried cashing a fake check that the teller rejected realizing it was a bogus check. The names used on the fake check were "Jenny and Jay Blankenship" of Ogden - who don't exist. The woman then traveled to the US Bank in the Walmart located in Clinton, Utah, where the teller allowed her to withdraw another $3500. This woman must be stopped. She left in a silver 2012 - 2016 Dodge Dart. She was driven there; she was the passenger in the car. REWARD BEING OFFERED! If you have any info, please call Jason Jensen at 801-759-2248. HOT - ROSIE TAPIA UPDATE ** NEW LEAD ** Did this teenager kill Rosie Tapia? He was seen walking from the direction of the canal behind the Hartland Apartments, wet from the knees down between 3:00 and 4:00 in the morning of Rosie Tapia's abduction and murder. If you have additional information about this teenager, please call. He was described wearing a "wife-beater" T-shirt, denim pants, and a gold chain around his neck. He had a slender build and weighed about 120 lbs. The witness thought he looked Spanish-not Mexican. Thank you, Justice Files and Marcos Ortiz for the great Investigative journalism.

SALT LAKE CITY (ABC4 News) - He kept this information to himself for more than 23-years.
