Starting October 1, 2026, Virginia is enforcing a brand-new statewide mandate requiring businesses to obtain a Retail To***co Permit issued by the Virginia Alcoholic Beverage Control Authority (Virginia ABC) to legally sell ci******es, e-ci******es, liquid ni****ne, and disposable vapes. Selling covered products past this deadline without an active permit will result in misdemeanor criminal charges.
Key Deadlines & Transitions
• Effective Date: The official enforcement date is October 1, 2026.
Permit Requirements & Fees
• Per-Location Rule: Businesses must secure a separate, distinct permit for each physical storefront.
• $300 Fee: Cost for retailers who already hold an active Virginia ABC alcohol license.
• $400 Fee: Cost for standalone retailers operating without an alcohol license.
• Background Checks: Required for any individual holding a 10% or greater ownership stake in the business.
