Warning or Order? In an Emergency, the Difference Matters.

During an emergency, terms like Warning, Order, Advisory, and Shelter in Place may sound straightforward. But would everyone receiving an alert understand exactly what each one means—and what they should do next?

Consider the difference:

⚠️ Warning to Evacuate
A serious threat exists. Be ready to leave. People who need additional time should consider leaving early.

🚨 Order to Evacuate
There is an immediate threat to life. Leave now.

A warning tells people to get ready. An order tells them it's time to act.

Then there's “Advisory.” Does it mean stay aware? Prepare? Take action?

Research from the National Weather Service's Hazard Simplification initiative found that “Advisory” wasn't always clearly understood and could be confused with terms such as “Watch.”

That doesn't mean every community needs to use exactly the same terminology. But whatever terms an agency uses, residents should understand the difference—and what each one is asking them to do.

Consistency across neighboring jurisdictions can help, too. Wildfires, floods, and other emergencies don't stop at city or county lines.

Recently, the Boulder County Sheriff's Office, as part of a broader Colorado Front Range multi-agency effort, adopted standardized terminology distinguishing Warning to Evacuate, Order to Evacuate, and Shelter in Place, while moving away from “Advisory” in its local emergency alerts.

It's a simple but important question:
