NOTICE OF PUBLIC COMMENT HEARING
On December 23, 2025, Chaberton Solar Peters Holdings, LLC (“Applicant”) filed an application (“Application”) for a Certificate of Public Convenience and Necessity (“CPCN”) for authority to construct two approximately 5.0 megawatt (“MW”) co-located solar photovoltaic (“PV”) facilities, totaling approximately 10.0 MW, in Harford County, Maryland (collectively, the “Projects”) pursuant to Md. Public Utilities Article (“PUA”) §§ 7-207 and 7-218. The Projects are proposed to be constructed on approximately 34.3 acres of two properties totaling approximately 78 acres located at 535 Old Joppa Rd, Joppa, Maryland and described by Tax Map 0055, Grid 0002F, Parcels 0476 and 0486 (the “Properties”). The proposed Projects would participate in Maryland’s Community Solar Program and deliver their output to subscribers in the Baltimore Gas and Electric Company’s service territory.
An evening hearing for the purpose of receiving public comments in connection with the Application is hereby scheduled as follows: Wednesday, October 21, 2026, at 6:00 p.m. at the Harford County Public Library-Fallston Branch, 1461 Fallston Road, Fallston, MD 21047.
If any member of the public is unable to attend in-person but would like to participate virtually, they may sign up through the Public Service Commission of Maryland’s (“the Commission’s”) website https://psc.maryland.gov by Monday, October 19, 2026. On the Commission’s home page, scroll down until reaching the section titled “Comment on a Case.” Under that section, click the link for “Learn More.” On the next page, scroll down to the Calendly application. Scroll to the entry for “9847-Chaberton Solar Peters Holdings, LLC (CPCN)” and take the following steps: click the box for “9847-Chaberton Solar Peters Holdings, LLC (CPCN)”; click on October 21, 2026; select 6:00 p.m. and click on “Next”; and enter your name and email address and click “Schedule Event.” You will receive a zoom link for the meeting once you have completed the sign-up process. Otherwise, barring technical difficulties, the hearing will be live-streamed and a recording will be available on the Public Utility Law Judge Division’s YouTube Channel: http://www.youtube.com/.
Written comments on the proposed Project may be submitted electronically or by first-class mail through October 21, 2026. Instructions for submitting written and electronic written comments can be accessed by going to the Commission’s home page at https://psc.maryland.gov, scrolling down to the section titled “Comment on a Case” and clicking the link for “Learn More.” The instructions can also be accessed via the following link: https://psc.maryland.gov/online.../file-a-public-comment/. Commenters utilizing the Commission’s e-file system are required to complete a one-time registration.
