The Business Council of Westchester (BCW) hosted a BCNYS Luncheon today featuring remarks from The Commissioner of the New York State Office of General Services, Jeanette Moy, who shared insights into Governor Kathy Hochul's budget priorities and policies impacting businesses across New York State.

The discussion covered key issues including regulatory reform, workforce development, infrastructure investment, childcare initiatives, and economic growth across industries such as construction, technology, and real estate.

Business owners were also encouraged to engage directly with the Governor’s administration through the Express NY Portal, linked below. An online platform that allows businesses to submit questions, proposals, and concerns directly to state leadership. The initiative is designed to provide the administration with real-time insight into the needs and priorities of New York’s business community.

Governor Hochul has applauded the outreach efforts of The Business Council of Westchester in sharing this opportunity with its membership and encouraging participation across the region.
Businesses interested in providing feedback are encouraged to submit their input through the portal before the April 3 deadline.
Events like these allow BCW to continue serving as a bridge between government leaders and the regional business community.

One of the Business Council of Westchester’s top legislative priorities has been advocating for additional state funding for childcare. Yesterday, we were pleased to convene leaders from the childcare sector from across Westchester County for a roundtable discussion focused on the childcare initiatives proposed to Governor Kathy Hochul’s 2026 Executive Budget.

The discussion featured insights from Roberta Reardon, Commissioner of the New York State Department of Labor, and DaMia Harris-Madden of the New York State Office of Children and Family Services. Both commissioners outlined the administration’s strategies to expand childcare access, support working families, and strengthen New York’s workforce.

“This was the perfect opportunity to blend childcare and business,” said Commissioner Reardon. “Childcare is not a mother’s issue, not a father’s issue, not a family’s issue; it’s society’s issue, it’s an economic issue…If parents cannot find appropriate childcare for their small children, one of them will not be able to work full time.” Followed up by Commissioner Harris-Madden saying “The Governor’s goal is really to make New York State a place where we can raise our children and it is affordable.”

“We are very proud of the fact that the BCW was one of the first business organizations to lean into childcare as a key ingredient to economic growth.” Said John Ravitz, Executive Vice President and COO. The roundtable brought together leaders from both for-profit and nonprofit organizations to hear directly from state officials and discuss how childcare accessibility impacts workforce participation, economic growth, and community well-being across the region. The conversation reflects BCW’s ongoing commitment to assemble leaders across sectors to engage in meaningful dialogue on policies affecting businesses, employees, and communities throughout Westchester.

Westchester County Executive Ken Jenkins announced on Wednesday the selection of HNTB to lead the comprehensive feasibility study and concept design for the modernization of the terminal at Westchester County Airport (HPN)

“We all deeply value flying out of Westchester County Airport, but the reality is the current terminal is not functional for basic needs like having a cup of coffee, sitting down on a chair or going to the bathroom,” said Jenkins. “Selecting HNTB with industry-leading expertise in airport planning and design is an important step toward delivering that experience. This is not expansion, this is modernization – and we desperately need it.”

The BCW’s Coalition for Westchester Airport has repeatedly called for necessary improvements to make the airport more attractive so that it can continue to play a vital role in creating economic development opportunities. Over 120 businesses have joined the BCW’s Coalition for Westchester Airport in advocating for a new partnership between the county and an operator with a proven track record.

“We look forward to improvements that enhance essential services and address important environmental and quality-of-life issues of concern to the business community, the traveling community and the neighboring community,” said BCW Executive Vice President and COO John Ravitz.
