Why does the U.S. Imports Oil?
On March 8, 2022, President Biden announced that the United States would be banning “all imports of Russian oil and gas and energy” in order to target “the main artery of Russia’s economy.”
According to the U.S Energy Information Administration, the U.S. is the largest oil producer globally, with an average of over 18 million barrels a day.
So why does the U.S. still import oil?
In the late 1990s and early 2000s, the U.S. oil industry made a calculation it would be refining heavy and sour crude oil from foreign sources and built oil refining infrastructure to accommodate production.
During a March 7, 2022 interview with Marketplace, Richard Sweeney, an assistant professor of economics at Boston College, stated, “A lot of refineries, especially in the Gulf Coast, made a very expensive bet to invest in this equipment that would allow them to save money on input costs by processing, you know, lower-quality crude.”
However, crude oil extracted in the U.S. during the unanticipated fracking boom during the 2000s was light, sweet or low gravity, and low sulfur crude - which is easier to refine.
Much of the current refining infrastructure was not designed to process the chemical composition of light and sweet crude oil and is partly why the U.S. still imports foreign crude oil.

The brutal attack on Ukraine continues as Russia bombards population centers, including the most populated city of Kyiv. Based on information from Ukraine’s Ministry of Internal Affairs, CNN reports, “There are fears that Russia is attempting to knock out the city’s communications infrastructure after hitting an area near Kyiv’s TV tower, taking out broadcasting hardware.” Besides disrupting communications, Russia’s objective may be to control the narrative surrounding the invasion and create the perception that the Ukrainian government has lost control.
