Franklin DOT Compliance and Training, LLC I am a retired Texas State Trooper, I served for 28 years and was assigned to Commercial Vehicle Enforcement. I have been DOT Consulting since 2018.

After retiring, I worked for a Hydraulic Fracturing company in West Texas as a DOT Manager for 3 years. I’m a retired Texas State Trooper. I proudly served the state for 28 years. Of those 28 years, 15 were in the Highway Patrol and the remaining 13 were served in Commercial Vehicle Enforcement. Once retired, I immediately entered the oilfield industry working for a Hydraulic Fracturing company as

a DOT manager. After 3 years of learning the industry, I went on to be a DOT consultant and have been since 2018. I believe I am qualified to assist with anything related to Motor Carrier Compliance.

📢 FMCSA Temporary Waiver Update

FMCSA has re-issued a temporary waiver allowing interstate CDL and CLP holders, and motor carriers, to use a paper copy of the Medical Examiner’s Certificate as proof of medical certification for up to 60 days after issuance.
Effective: January 11 – April 10, 2026

This waiver helps support drivers and carriers during the transition to electronic medical certification under the National Registry II (NRII) rule.

TXTA has confirmed with Texas DPS that non-domiciled CDL reviews are underway and that English Language Proficiency enforcement is being applied during roadside inspections for both interstate and intrastate drivers. These actions carry immediate compliance and operational implications for carriers.

Effective Today: DPS Suspends Issuance of Certain Commercial Driver Licenses

The Texas Department of Public Safety is suspending the issuance of non-domicile CDLs and all CDLs to non-citizens who are refugees, asylees or Deferred Action for Childhood Arrivals (DACA) recipients, as of today, Sept. 29, 2025.

Governor Greg Abbott directed the Texas Department of Public Safety to enforce English proficiency requirements for truckers traveling in Texas.

English language proficiency is necessary for truckers to navigate Texas roadways safely.

Effective June 25, non-compliance with Title 49 Code of Federal Regulations (CFR) 391.11(b)(2) is now a driver out-of-service violation. CFR 391.11(b)(2), “General qualifications of drivers,” states that a driver must be able to read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records. The CVSA North American Standard Out-of-Service Criteria has been amended to state that drivers who cannot satisfy the English language proficiency requirements of § 391.11(b)(2), as per the Federal Motor Carrier Safety Administration’s Enforcement Guidance Memo MC-SEE-2025-0001, will be declared out of service. https://cvsa.org/news/elp-oosc-06252025/
