⚠️ East Hildebrand Closure Between McCullough & Devine

Beginning Oct. 26, 2026, a section of Hildebrand Ave. will be CLOSED for a major water main replacement project. The work is expected to be completed in March 2027. Please plan for alternate routes if you typically use Hildebrand between McCullough Ave. and Devine Road. (See map below for detour information.)

The project will replace 4,600 feet of aging water mains to ensure future reliability of water service for our customers. City Council District 1

SAWS is replacing aging water mains that have experienced frequent breaks. The 2023 Water Main Replacement Project 4 includes three construction sites, one of which is located on E. Hildebrand Avenue.

70% of our residential customers have average or lower monthly water use:

“The average residential bill in all but two council districts is lower than that system-wide average bill ($56.68); only District 8 and District 9 are higher, due to higher average water use there, Chief Financial Officer Cecilia Velasquez said.

“The lowest average bill is $45.33 in District 2, which will rise to $48.50 next year. The highest is in District 9, where the average is projected to increase from $72.37 to $77.34 in 2027.”

The increased revenue will pay for critical infrastructure projects to ensure system reliability.

The city-owned utility says the rate increase will pay for major capital projects, including upgrades to avoid "critical failures" at aging wastewater plants.
