Let’s talk about why HERS inspections slow down projects 👇

Most delays I see aren’t caused by the city — they’re caused by:

• HERS raters being brought in too late

• Missing CF1R / CF2R / CF3R paperwork

• Changes in the field that don’t match the energy model

• Poor communication between trades

• Expecting “same-week” inspections during peak season

HERS compliance isn’t optional, and it isn’t instant.

If contractors treat it like a final checkbox instead of part of the planning phase, delays are guaranteed.

The solution?

📌 Early coordination

📌 Clean documentation

📌 Clear expectations

HERS - ECC inspections often get a bad reputation—but the issue isn’t the test, it’s the ex*****on.
Common challenges include pressure for speed over quality, conflicts of interest when raters are hired by contractors, inconsistent training, and homeowner confusion about what HERS actually covers. A failed test can also delay permits, remodels, or home sales.
When done correctly, HERS - ECC testing is essential—identifying duct leakage, insulation gaps, and HVAC issues that standard inspections don’t catch.
The takeaway: choose qualified raters, understand the scope, and prepare properly. Quality HERS testing protects homeowners, builders, and long-term energy performance.H

Beginning TODAY Jan 1 2026, California is undergoing significant changes to its Home Energy Rating System (HERS) program to align with the 2025 Energy Code. The most notable change is the renaming of the program to Energy Code Compliance (ECC), signaling a shift toward stricter verification of efficiency standards.
Here are the key new rules and changes for 2026 HERS/ECC inspections:
1. Renaming and Structural Shift (HERS to ECC)
From HERS to ECC: "HERS I" field verification and diagnostic testing (FV&DT) for code compliance will be rebranded as the Energy Code Compliance (ECC) Program.

One of the main reasons HERS inspections and permits get delayed isn’t the inspector — it’s incomplete or inconsistent documentation.

Missing CF-1Rs, incorrect equipment specs, unregistered HERS providers, or installations that don’t match the approved plans can stop a project cold. Even small discrepancies can trigger re-inspections and permit holds.

The fix?

Double-check paperwork

Confirm equipment matches plans

Coordinate early between contractor, HERS rater, and jurisdiction

A little preparation upfront saves days (or weeks) on the back end.
Let Southwest HERS handle your paperwork, Permits and Reports.

For California HERS Raters in 2026, the biggest change is the transition from the HERS Program to the new Energy Code Compliance (ECC) Program, effective Jan 1, 2026, under Title 24, moving Field Verification & Diagnostic Testing (FV&DT) to the Energy Code itself, requiring new terminology (ECC-Raters, ECC-Providers) and updated training/certifications, while keeping tests like duct leakage but focusing HERS on whole-house ratings, aligning with the 2025 Energy Code.

Duct Inspection**: This test measures the overall airflow and integrity of the ductwork. It helps identify any leaks, blockages, or inefficiencies in the heating and cooling distribution systems. A high percentage of airflow indicates a well-sealed and efficient duct system.
2. **Register Inspection**: This involves checking the registers (vents) throughout the home to ensure proper airflow and distribution of conditioned air from the HVAC system.
