California law puts real guardrails around asset recovery services under Code of Civil Procedure § 1582:
Any agreement to help recover your property must be in writing and disclose the nature and value of the property before you sign.
A firm cannot charge you anything upfront — payment only happens after the state approves and pays the claim
Any legitimate recovery firm should be able to explain these terms to you without hesitation. If a solicitation pressures you to sign quickly, asks for payment upfront, or claims to represent the state itself, that's a red flag — the Controller's Office has specifically warned about solicitations that misrepresent themselves as coming from a government office.
