Matrix Consulting Group team members were onsite this week in Stafford County, VA conducting stakeholder focus group meetings for the commercial development review process and fee study. Stakeholder feedback is critical to developing an understanding of customer’s perceptions of the County’s development review, permitting, and inspection processes. We look forward to finishing this study later this fall.

The Matrix Consulting Group is proud of our work with the County of Maui, which is resulting in increased cost recovery for Planning related fees.

The Maui County Planning Department announced today that new rates and fees will take effect on July 1, 2022, with Maui County’s Fiscal Year 2023 budget.

The Matrix Consulting Group recently completed a study of the Columbus Fire Department. Columbus Mayor Andrew Ginther said in a statement, "The Matrix study commissioned for the Columbus Division of Fire provides important recommendations, and serves as the starting point for conversation around the change, efficiencies and investment required to continue to sustain high-quality Fire and EMS, now and in the future. We have the best Division of Fire in the country, and the study will help us get better." Find out more:

The department has only added 37 positions since 2000, even though the population of Columbus has jumped more than 200,000.

This week, the Pittsburgh City Council voted to award a contract to Matrix Consulting Group to evaluate the staffing needs of the Bureau of Police. The study will focus on how officers are deployed, as well as examine opportunities for alternative response to certain types of calls.

The Matrix Consulting Group is conducting an Efficiency Study for the Everett Police Department. The firm’s President, Richard Brady, presented the draft findings of community and employee survey input to the Everett City Council last week. The employee survey indicated that Police Department feels that community relations are strong but there are needs for additional staffing and training. The focus group discussions and survey indicated that the community feels safe but that policing can be inconsistent. Officers were concerned about staffing and training. Meanwhile, the public worried police priorities seemed “inconsistent.”

Last week Matrix staff spent several days onsite in the City of Takoma Park, MD initiating an Organizational Workforce Needs and Risk Assessment study to help them position their organization for the future by ensuring organizational structure and staffing allocations are aligned with service expectations of the community.

We are pleased to announce that Jen Winter, P.E. has joined the firm to lead our Public Works and Infrastructure Management Practice. Jen brings over 25 years of experience in engineering and public works management. She previously served as Public Works Director for the City of Cedar Rapids, Iowa and Regional Director of Transportation for HR Green, Inc. Jen is an active member of APWA at both the local and national level.

A recent study conducted by Matrix Consulting Group for the Tacoma Police Department concluded that many non-emergency and mental health crisis calls (approximately 9.4% of total calls for service) could be diverted to civilian teams. Read more about the results of the study here:

Earlier this week, the Matrix Consulting Group presented the initial findings and recommendations from its operational and financial audit of the Salt Lake City Police Department. The findings revealed the need to change its approaches to call response as well as for greater transparency in budgeting and officer accountability. The department's co-response of mental health professional and police officers needs to be expanded to more hours and more days; and implement a civilian response to lower priority calls.
