One of the hottest topics in federal grants right now? Payment justification.
It’s no longer enough to show that a payment was made. Organizations should be prepared to demonstrate the story behind the expenditure:

✔️ What was purchased or paid for
✔️ Why the cost was necessary and reasonable
✔️ How the expense supports the federal award and approved activities
✔️ Who received the goods, services, or participant benefit
✔️ Evidence that the benefit was actually provided or received

Think beyond the invoice…

An invoice may prove what you paid for, but it doesn’t always prove why the cost was allowable, how it supported the grant, or whether the intended participant or program received the benefit.

For participant support and direct assistance, documentation might include eligibility verification, receipts, distribution logs, participant acknowledgments, case notes, service records, or other evidence appropriate to the program.
The goal: Create a clear audit trail from the federal award → approved activity → expenditure → payment → documented benefit.

This isn’t just about compliance — it’s about protection.

Strong payment documentation can mean:

• Fewer questioned costs
• Smoother monitoring and audits
• Stronger internal controls
• Better accountability for federal funds

Grants Management Compliance Tip: Document the "Why," Not Just the "What."

One of the most common findings in grant monitoring reviews and audits is insufficient documentation supporting decisions made throughout the grant lifecycle. It’s not enough to record what was purchased, approved, or allocated. Strong grants management requires documenting the reasoning behind each decision — the why — especially when federal funds are involved.

Key areas where the “why” matters:
💡Procurement method selected
💡Vendor selection and cost reasonableness
💡Budget modification justifications
💡Participant eligibility determinations
💡Allocation methodologies for shared costs
💡Time and effort distribution decisions

Clear documentation creates a defensible audit trail and demonstrates compliance with 2 CFR Part 200.

Best Practice: Build the habit of documenting decisions at the moment they’re made — not months later when a monitor or auditor is asking for proof.
