International Association of Scientific, Technical & Medical Publishers has released a statement on document delivery. In it, STM sets out five guiding principles it believes should be applied in any consideration of document delivery use and services. - http://tinyurl.com/3w5lbbb

Document delivery of individual journal articles is a supplemental tool used primarily by individuals and organizations to fill small information gaps in their STM content. It is only one of the many ways by which STM journal literature can be accessed and it can best be understood as a “top-up” too
