In 1990’s, a group of healthcare professionals met regularly in Orange, CA and formed an alliance to address healthcare, life insurance and payor practices affecting regulatory standards, contracts and patient obligations. The organization was known as the Orange County Life and Health Claims Association. Before closing its chapter Juliano Jarquin of Bristol Park Medical was one of the presidents.
The primary objective of the organization was to provide an avenue where professionals could meet several times a year to discuss mutual difficulties. A second objective was devoted to the establishment of the healthcare’s best practices. We supported the advancements and language of AB1455 Claims Settlement Practices & Dispute Resolution Mechanism. To this end, the group offered their services to be part of the Western Claims Conference. The group eventually seizes to exist and many of the members moved to the Los Angeles Chapter, and in alliance with Los Angeles, its members, and the local nursing association, took an active part in influencing the course of legislation regarding billing practices in the state of California. Juliano describes this was what lead to establishment of The Human Element. Professionals continued to facilitate health and wellness collaboration when technology EHR solutions, storing of medical charts, electronic billing, clearing houses were being introduced. The Human Element was a platform where healthcare professionals could meet with other HSO for support, reassurance, and sharing ideas. Many of the forums went into transitioning to electronic billing, state-reimbursement protocols, and certification health care programs within California State Fullerton. Since 2002, The Human Elements group and its professional has continued to develop as a Professional Learning Results Driven Organization. Although present day The Human Element still subscribes to our original objectives even before EHR and ACOs were introduced, the focus has always been patient centered care and empowerment. The Human Element appeals to many areas of service (education, state, community, crisis intervention, non-profits and healthcare institutions) as well as service providers, students and others dedicated to mission of patient centered care. Our professionals promote efficient, tailored and just in time delivery of business and training services through legislative monitoring and teaching on topics and current trends in wellness and community benefit. In the 2008, Juliano moved to Texas where he became the Strategic Management Officer for the Department of Agriculture under the leadership of Todd Staples and acted as an educator in healthcare, public safety and advanced technology. The Human Element team which consisted of John Benko, Bismarck Nwandie, Victoria Gusan and myself, set out to renew the enthusiasm about healthcare learning solutions and business optimization. A decision was made to support each other as we advanced education in healthcare. Since the 2008, The Human Element has had a four-person Executive Board. These four positions, President, Vice President, Secretary, and Treasurer. Our training and education structure has become the backbone of the organization. Through the 2008 and in the early 2010's, committees did exist in the areas of Healthcare IT, legislative issues, and other special needs. However, the reality is that these were loosely structured committees generally consisting of a small number of people, sometimes just one, who would monitor the particular activity. The, responsibility of planning conferences was left entirely with the four-person elected Executive Board. As the clients grew, so grew the committees, both in size and responsibilities. The current standing committees are Legislative, Community Partners, Training and Education. Over the past five years, these committees have been delegated and have assumed the real work of the organization. The Committee Chair have become the hardest working members of the organization. The Executive Board oversees the direction of the organization, but the actual day-to-day work and decisions are done by dedicated committee members. Our Board now meets on a monthly basis to guide and direct the organization. Many of the decisions are now able to be accomplished at the Board meetings. The Human Element also continues to be an avenue for bringing professionals together and developing friendships throughout our communities. The conferences sponsored by The Human Element bring the newest information to utilize the expertise within the membership as much as possible. The Human Element provides a strong voice to professionals and strongly supports the Los Angeles Communities. The Human Element has grown steadily and will continue to do so with the dedication education, wellness and community.
