Here is the problem with consulting for police departments. Police chiefs don’t want it. Asking for help would mean that they don’t know what they are doing, and most administrators love the status quo.
No police department does an actual performance evaluation and if they do, it’s toothless. The vast majority of police administrators have no business background and do no really know about risk management. They are winging it and the public has no idea.

Police administrators do not seem to be courageous enough to make the kinds of real changes needed to improve policing, and no it’s not more “training”. Even if you find a brave administrator, do they have the backing of the city to support those changes? Doubtful. Police reform has been looked at all wrong and we want to disrupt the way things are done.
