A promising step for rural affordable housing preservation
USDA Rural Development recently announced a new Multifamily Housing Preservation Pilot designed to make certain Section 515 and Section 538 transactions more efficient.
What makes this especially relevant to our work at Spectrum Enterprises is that the pilot specifically includes Section 515 property transfers using Low-Income Housing Tax Credits.
LIHTC financing can provide important capital to rehabilitate and preserve aging rural properties. But when programs overlap, so do the requirements.
USDA rules, LIHTC requirements, tenant-file documentation, property conditions, rent and income limits, reporting responsibilities and agency expectations must all work together.
The new pilot may help simplify parts of the transfer process. It does not make the compliance picture disappear—and that is why early preparation matters.
At Spectrum Compliance, we have spent nearly 40 years helping housing agencies, owners, investors and property management teams connect the dots between affordable-housing programs.
Because preservation is not only about completing a transaction. It is about keeping housing safe, compliant and available for the people and communities that depend on it.
