Spring Regulatory Sciences is seeking an entry level Regulatory Specialist interested in a career path in the regulatory consulting field. The ideal candidate will support federal and state compliance of fertilizer, feed, and pesticide products by assisting consultants in researching, documenting, and preparing submission packages to support regulatory registration requirements. This is an excellent career opportunity to join our regulatory consulting firm and grow knowledge of the regulatory consulting field supporting projects for national and international clients.

RESPONSIBILITIES:
• Assist consultants in preparing detailed product dossiers for submission to state regulatory agencies.
• Manage state compliance of client fertilizer, soil amendment and feed products through routine tonnage reporting as required by state regulatory authorities.
• Prepare and submit tonnage reports to state regulatory agencies according to state deadlines on a monthly/quarterly/semi-annual/annual basis.
• Create, maintain, and analyze ongoing detailed record of client product distribution data.
• Reviews product labeling and advertising materials for compliance with global regulations; analyses and recommends appropriate changes.
• Research current federal and state regulatory laws and guidance documentation.
• Create and maintain detailed record of client’s registrations via various electronic document management systems.
• Build and maintain positive working relationships with clients and regulatory authorities.
• Maintain detailed record of billable consulting hours, tasks, and expenses.
• Support and collaborate with team members to improve process and procedure efficiency.
• Provide finance & administrative support including mail processing; payment processing; and other duties as assigned.

REQUIREMENTS:
• Degree in Chemistry, Biology, Agriculture, Environmental Science or other scientific field preferred.
• Advanced knowledge of Microsoft Office, PDF Editing Software; and Accounting Software
• Proficiency in Excel (Pivot Tables, Vlookup, Macros, etc.)
• Excellent communication (written and verbal), critical thinking, attention to detail, interpersonal, and analytical skills.
• Strong organizational and time management skills and ability to meet strict deadlines.
• Ability to read, understand and retain extensive working knowledge of procedures and company documents.
• Expert at writing, reviewing and editing technical documents.
• Demonstrated ability to work both independently and in a team environment.

Salary will be commensurate with experience. EPA Takes Important Step to Reduce Unnecessary Animal Testing

Agency releases final guidance intended to reduce pesticide testing on birds while ensuring continued protection of public health
Today, the U.S. Environmental Protection Agency (EPA) took another important step carrying out Administrator Andrew Wheeler’s directive to reduce animal testing. The agency’s new science policy reduces testing on birds when the agency has enough other information to safely register outdoor pesticides.
“This common-sense policy is a result of a collaborative effort with the People for the Ethical Treatment of Animals (PETA) and is one of the first steps we’ve taken under my 2019 directive to aggressively reduce animal testing throughout the agency,” said EPA Administrator Andrew Wheeler. “Going forward, when the agency has enough information showing that a pesticide registration decision is protective of public health and the environment, then we will no longer require unnecessary animal testing.”
“The PETA International Science Consortium Ltd. applauds the EPA for enacting a scientifically sound policy that will save hundreds of birds from pesticide tests each year while maintaining environmental protection,” said Dr. Gina Hilton, science advisor for PETA International Science Consortium Ltd.
When considering approving the use of an outdoor pesticide, EPA typically considers up to four separate avian toxicity studies. Today’s Final Guidance for Waiving Sub-Acute Avian Dietary Tests for Pesticide Registration and Supporting Retrospective Analysis waives some of these studies when the agency has enough information to ensure a pesticide registration decision is protective of public health and the environment. With a typical average of six new chemicals registered per year, the adoption of this guidance is expected to reduce the number of birds tested by approximately 720 birds per year.
EPA’s guidance is based on a retrospective analysis conducted by EPA and the People for the Ethical Treatment of Animals of avian acute oral and subacute dietary studies. These studies found that EPA can confidently assess acute risk for birds using only the acute oral test. In response to public comments received on the draft policy, the final policy includes additional clarification about criteria for waiver requests for toxicity studies.
Background:
In September 2019, EPA Administrator Andrew Wheeler issued a directive that called for the agency to aggressively pursue a reduction in animal testing. In support of the directive, the agency convened a conference in December 2019 to discuss New Approach Methods (NAMs) for achieving reduced animal testing in chemical safety research.

To minimize risk to its citizens, the U.S. government is proactively and aggressively working to detect and contain the novel coronavirus (2019-nCoV) first discovered in China. As part of these efforts and in response to U.S. cases of the virus, EPA has activated its Emerging Viral Pathogens Guidance for Antimicrobial Pesticides.
Under this guidance, EPA is providing pesticide registrants with a voluntary process to enable the use of certain EPA-registered disinfectant products against this emerging viral pathogen. Using disinfectant products on surfaces can help limit the spread of diseases.
EPA works closely with the Centers for Disease Control and Prevention (CDC) to identify and address emerging pathogens. EPA’s policy will allow both agencies to address 2019-nCoV in a timely manner, and EPA and CDC will continue to closely monitor developments. Based on what we know right now, the immediate risk to America is low.
Registrants with a pre-qualified emerging viral pathogen designation can include an efficacy statement in technical literature distributed to health care facilities, physicians, nurses, public health officials, non-label-related websites, consumer information services, and social media sites.
Coronaviruses are enveloped viruses, meaning they are one of the easiest to kill with the appropriate disinfectant product.
According to the World Health Organization, coronaviruses cause numerous illnesses, from the common cold to Severe Acute Respiratory Syndrome (SARS). First identified in Wuhan, China, the 2019-nCoV coronavirus is a new strain that had not been previously seen in humans.
Emerging pathogens are an increasing public health concern in the United States and globally. EPA developed its guidance to address emerging pathogens such as 2019-nCoV. Many of the emerging pathogens of greatest concern are pathogenic viruses, and the ability of some of these viruses to persist on environmental surfaces can play a role in human disease transmission.
Because the occurrence of emerging viral pathogens is less common and predictable than established pathogens, few if any EPA-registered disinfectant product labels specify use against these infectious agents. Also, the pathogens are often unavailable commercially and standard methods for laboratory testing may not exist.

EPA has confirmed that the 2019 novel coronavirus-Wuhan (also 2019-nCoV) has met the conditions outlined in EPA’s emerging viral pathogens guidance and has triggered the emerging viral pathogen policy. Registrants may proceed to communicate as preapproved by EPA on the master label for an enveloped emerging viral pathogen. EPA also confirmed that for registrants who have not been preapproved for the emerging viral pathogen policy language, requests to add the claim/s should be submitted to the agency for consideration as described in the policy (FQPA or PRIA).
