♻️ ‼️ 🛑 From the small recycling business community in California, we have an urgent message: CA Senate Bill 811 needs amending! 🛑 ‼️ ♻️
This bill would have immense implications for our ability to do business, so we hope you may join us in calling on policymakers to thoughtfully reconsider this policy and modify it so that it does not do more harm than good.
"SB 811 extends sweeping new permit requirements, regulatory obligations and fee structures to small metal recyclers that do not use any chemicals [to treat their waste]. These businesses operate very differently from the [large-scale] facilities the bill is designed to regulate. Most [small recyclers] rely on mechanical processes to physically collect, cut, and sort scrap metal for resale and reuse without the use of chemicals [since they generate minimal waste that does not need to be chemically treated to be disposed of].
Yet under SB 811, these small operators would be treated the same as high-impact mega industrial facilities."
"SB 811 should be amended to clearly exclude small metal recyclers that do not use chemical treatments [for metal shredder residue]. Doing so would allow legislation to focus squarely on the facilities [that chemically treat their waste, while protecting small businesses that are already operating responsibly]."
