I'm an Associate member since I was a political columnist writing for The Empire Page from 2007 to 2013.

The Pen & Pencil Club is a private social club and association of journalists in Philadelphia. It is one of the oldest continuously operating press clubs in America, founded in 1892.

It was founded in 1892 by reporters and editors at the city's seven morning and six evening newspapers by combining the Stylus Club, the Journalist Club of Philadelphia, and the Reporters Club. Under its bylaws, the club is controlled by the working press.

Over the years, the club has been at five locations. It is currently located at 1522 Latimer Street, approximately three blocks east of Rittenhouse Square in Center City.

The Pen & Pencil Club maintains a strict "off the record" policy on its premises. The club hosts a weekly lecture series called the Off-the-Record Sessions. Guest speakers have included governors, police commissioners, and the mayor of Philadelphia.

On the last Thursday of the month, the Pen & Pencil Club hosts a poetry slam called "Slam, Bam, Thank You, Ma’am" in conjunction with the literary magazine Painted Bride Quarterly. The club also hosts monthly wine tastings led by club President Brad Wilson.

According to its website, "The club has seen many well-known faces in its history. President William Howard Taft once engaged in bar banter at the P&P until 5 a.m., after giving his bodyguards the slip. George M. Cohan felt at home here. So did past members Red Smith and Damon Runyon."

Life can be funny and ironic.
Here I am, nearly 50 years after graduating from Bentley College with a degree in Accounting, in a position on the Del Webb Spruce Creek Finance Committee utilizing the knowledge I learned at Bentley College.

In addition, 20 years after being the Director of Contracts for New York State, I am using my knowledge and expertise in procurement, purchasing and contracting in my new position also.

One just never knows what life may bring back into your life.

I'm always available to discuss New York State procurement and contracting processes. Also Federal procurement and municipal procurement in New York State.

I was a lobbyist and I was, and am, proud of it.

Lobbyists are paid individuals, most often professionals such as lawyers or former members of government, who work on behalf of a private interest group or corporation, to influence decisions that are made by our elected officials. They are found on all levels of government - federal, state, and local.

I was a lobbyist registered in New York State. In general the word lobbyist seems to have a bad connotation. They are thought of as performing illegal or improper acts. This is not the case for most lobbyists, including myself.
Don't get me wrong, there are many lobbyists that have been involved in illegal and improper acts. We've all read about them in the news.

Most lobbyists are paid to argue a position on proposed legislation that may impact their client in some way. The legislation could either be advantageous or disadvantageous to their client.

The lobbyist will provide information to legislators on why the legislation should either be voted for or against. In most cases legislators don't have adequate staff to do all the research that is needed for them to make an informed decision on the legislation.

If the lobbyist attempts to bribe the legislators in some manner in exchange for their vote, that is an illegal activity. Many times this comes in the form of campaign contributions or gifts of cash or other things of value.

An example I was involved in, my client had developed a new technology in office lighting and hired me to convince a government agency to award a contract for this new technology. I arranged meetings between my clients and the pertinent staff of the government agency.

To limit the improper influence of lobbyists on government elected officials, campaign finance reform is needed to limit contributions from lobbyists and from private companies.

My life in a nutshell. If you would like to get involved in any of these activities let me know.

Wow !!! Times flies.

17 years ago today I resigned from the NYS Comptroller's Office as a result of political differences with State Comptroller H. Carl McCall. I had worked there from 10/19/1972.

I finished my long career in public service with the Dormitory Authority of New York State (DASNY) retiring on 8/5/2006.

Since 2006 I have operated Boettner & Associates LLC.

Okay. People I don't think you understand the services I'm offering to you and why you should contact me to discuss strategies for your company to compete for government contracts.

Firstly, I spent over 25 years in the contracting, procurement and payment areas of the NYS Comptroller's Office. In that capacity I set rules and regulations for state agencies to procure goods and services for over 300 state agencies spending over $44 billion annually.

Secondly, in 1995 I co-authored all of NYS's procurement and purchasing statutes and co-authored the comprehensive NYS Procurement Guidelines.

As a result, I am the foremost expert on government procurement, not only in NYS but for local municipalities and the Federal government.

Thirdly, I am keenly aware of how to identify government contractingredients opportunities i.e. contracts coming up for competitive bid or award.

Contact me.
