SECTION I. SCOPE OF SERVICES
The City of Tampa (City) conducts pre-employment drug screens on all applicants extended a conditional offer and maintains
a random drug testing program for all sworn firefighters and police officers as set forth specifically in the Tampa Police
Department (TPD) Standard Operating Procedures and the Tampa Fire Rescue (TFR) Department Rules and Regulations. The
City also is required to comply with the Department of Transportation (DOT) regulations for which all employees required to
possess a Commercial Drivers' License (CDL) participate in a monthly random drug and alcohol screenings. City employees,
depending on their classification, are required to complete drug testing post-accident and all City employees are subject to
drug testing based on reasonable suspicion standards as set forth in the Collective Bargaining Agreements, or the City’s
Personnel Manual. The City follows the State of Florida Drug Free Workplace standards.
The City is soliciting proposals for the Human Resources Department for Pre-Employment, Employee Random,
Substance, Post - Accident, and Reasonable Suspicion Drug Testing and Medical Review Officer (MRO) Services.
The City will award the proposal for the stated services to one Proposer. The Successful Proposer shall contract the
Laboratory and/or Medical Review Officer(s) for the specific service required. The Successful Proposer shall provide accurate
testing, rapid turnaround, and convenient collection locations.
The estimated volume of drug screen testing per year (*) is:
• 300 Pre-Employment- 5 or 8 Panel Drug Screen (dependent upon job classification)
• 12 Sworn Police Officers - 10 Panel Drug Screen plus Steroid test.
• 12 Sworn Police Officers - Steroid Panel
• 5 Sworn Police Officers - Blood Alcohol Test.
• 26 Sworn Firefighters’ - 10 Panel Drug Screen.
• 5 Sworn Firefighters’ - Blood Alcohol Test.
• 80 CDL Drivers - 5 Panel Drug Screen.
• 80 CDL Drivers - Breath Alcohol Tests.
• 15 Reasonable Suspicion – 10 Panel Drug Screen.
• 180 CDL Drivers and Non-CDL Drivers Post Accident – 5 Panel Drug Screen.
* No minimum number is guaranteed.
1. DRUG TESTING SERVICE REQUIREMENTS
1.1 The Successful Proposer is required to provide the following:
• Pre-Employment Drug Screens.
• Physical facilities adequate to handle the volume as described.
• The Successful Proposer shall have the ability to offer pre-employment drug screenings to applicants
who are outside of the region or state.
• The Successful Proposer's main Medical Center shall be within the City limits. The Medical Center's
hours of operation shall be Monday through Friday, 8:00 AM to 7:00 PM and be available to provide
weekend and after-hour services. The Medical Center shall have qualified and experienced staff
members. Satellite offices/facilities within City limits is preferred.
• The ability to offer applicants an option to take out of area, region or state drug screens.
• The Successful Proposer must provide after-hour drug testing from 5:00 PM until 8:00 AM and all
day on weekends.
• Certified/Licensed Phlebotomist(s) and Certified Collectors/Technicians under proper supervision shall
be on staff to provide the required services.
• Organization structure and management capable of performing the services in an efficient manner
and meeting all other contract obligations.

• Record of success and reliability in providing medical services to business and industry.
• Facilities and staff accessible to all City personnel.
• The use of electronic scheduling, records and web-based documentation is the preferred form of
recordkeeping and communication with the applicant and City.
• Financial resources sufficient to ensure good business relations with the City and other
Subcontractors.
• Perform pre-employment NIDA/SAMHSA (49 CFR Part 40) drug testing for commercial drivers in
accordance with DOT requirements.
• Perform pre-employment drug testing in accordance with the State of Florida drug testing
procedures contained in Chapter 112.0455 and the associated (Chapter 59A-24). Note: The City will
voluntarily utilize Chapter 112.0455 only for the purpose of laboratory specimen collection and drug
testing standards.
• Provide oversight and supervision of the testing process, including the inspection of work performed
by co-physicians and paraprofessional office personnel, and the prompt scheduling and reporting of
all drug screens. A Medical Review Officer function will be implemented for drug screens and will
include review of all NIDA screens (for CDL employees), review of positive test results for nondrivers, discussion of positive test results with candidates and review of medical information provided
by such candidates to determine if there is an alternative medical explanation.
• Represent the City on the basis of medical diagnoses when called upon to participate in appeals and
hearings relevant to applicant disqualification, including court testimony.
• The Successful Proposal and facility shall comply with all rules promulgated by the Department of
Transportation for CDL Driver drug testing and post-accident drug testing (NIDA/SAMHSA; 49 CFR
Part 40), for random sworn police/fire and reasonable suspicion testing in accordance with the State
of Florida drug testing procedures contained in Chapter 112.0435 and the Florida Administrative
Code, Chapter 59A-24, as amended, (Note that the City voluntarily utilizes Chapter 112.0455 only for
the purpose of laboratory specimen and drug testing standards.)
• The City reserves the right to investigate the qualifications of all Proposers under consideration and
to confirm any part of the information furnished by Proposer or to require other evidence of
managerial, financial or technical capabilities that are considered necessary for the successful
performance of the contract
