We understand that a waterline/connection is being installed at W. Morrison and Jetton which is good news BUT the lack of notice has created traffic snarls.

We have filed a complaint because City gov't is obligated to share proper notice so residents can plan. There was none given.

Here is a peak at the street as of approximately 1pm.

The City has started responding to our public record request. We uncovered a very interesting email dated June 9, 2025..

Marty Milburn, who is a geotechnical engineer working with/for Ardaman and Associates wrote an email to the City on May 23, 2025 positing that an open excavation 20 feet deep and 20 feet wide down Howard is not the best way to convey stormwater from Morrison to Bayshore. He suggested horizontal directional drilling as a better option and less expensive. He also said it would be significantly less disruptive to the neighborhood and businesses.

The City sent this email to Kimmins sub-contractor Atkins for review who in turned sent it to the project teams’s geotechnical engineer, Kevin M. Hill, Arehna Engineering. Mr. Hill responded with the following.

“Martin does provide some valid points that should be addressed. Constructability of HDD (or other horizontal types of drilling) with feeder pipe connectors may be challenging, but it may be possible. I do agree there is a potential for damaging adjacent infrastructure and properties for this excavation if it is as deep and wide as he states in his letter. It will be difficult to do this type of excavation and construction without damaging areas nearby if the excavation gets within a a few feet of the curbs. If there is a trenchless option that will satisfy the design requirements, I believe there is merit to evaluate it."

We think this statement from the Kimmins’ group own geotechnical engineer is interesting - and it is almost a year old. We will follow-up with a public record request asking whether Kimmins, Atkins or the City did anything in response to this suggestion. However, in the meantime, we encourage you to DEMAND to know whether the City followed up to determine how damaging the excavation would be and whether trenchless options were explored.

WE NEED YOUR HELP!!

The Right of Way (ROW) permit during April 5-10 may impact businesses, residents, lessees, and property owners in the impacted area of South Howard Ave and Morrison. It will be a glimpse of what is to come if the City moves forward with their “flood plan.”

Please know what the rules are PLEASE document any violation!

*. No road closures are requested or authorized under this conditional approval. A minimum 10-foot-wide travel lane must be maintained at all times. PLEASE
document any closures of South Howard or any arterial roads. Document any impediments to travel on the northbound lane.

*. All disturbed grass/landscaped shoulder areas, within ROW, shall be restored pursuant to Tampa ROW restoration requirements. Materials used to achieve compliant restoration shall match those materials, in existence prior to commencement of permit work (turf, ground cover, etc.) PLEASE
document any areas in the ROW that are not restored to excavation or better condition.

*. Must notify adjacent property owners, property managers, businesses, tenants impacted by the lane closures 48 hour before beginning work. Starting Monday, note when and what was form of notice you were given. If you were NOT properly noticed, please let your City Council representative know.

*. Access to private properties must be maintained at all times. PLEASE document blocked driveways, parking lots, alleys, side streets, or anything providing access to private property.

We also ask that you note and document any violation of the Southwest Florida Water Management District Environmental Resource Permit, including:

* Any dewatering of open excavations using wells or pumps.
* Any discharge of dewatered groundwater to storm sewer system or other conveyance.
* If there are rain showers document during that week document where the stormwater from the open excavations goes
* Any impairment of an adjoining property’s stormwater drainage system during rainfall such that water backs up and does not drain from the property or conversely drains into the open excavation hole.

We appreciate your diligence and help to keep our streets and neighborhood safe and viable.

!!!PLEASE BE AWARE!

Construction will soon take place on South Howard and Morrison.

The work will begin on Sunday April 5 at 9 pm and work through Monday at 4 pm. Thereafter on Tuesday, Wednesday, Thursday, and Friday, 7 am through 4 pm. Weather permitting , of course so it could take longer than 5 days or the hours could be shifted.

This will be a test of the larger project that is proposed by the City. Be aware.
