Attention International Repair Stations and Aviation Compliance Professionals:

A major change is coming.

Beginning December 20, 2027, FAA-certificated repair stations located outside the United States must implement a full drug and alcohol testing program for employees (and contractors) performing safety-sensitive maintenance on Part 121 aircraft.

This is not optional.
It is a final rule.

It affects roughly 977 repair stations across 65 countries.

Many organizations still do not fully understand what is required — who is covered, what constitutes a safety-sensitive function, how to build a compliant program, how local laws interact with 14 CFR Part 120 and 49 CFR Part 40, or how to pursue waivers and recognition of compatible programs.

That is why I’m releasing a focused short-video series that breaks the entire requirement down clearly and practically.

Video 1 drops first — a clear introduction to the new rule, who it applies to, the compliance deadline, and what is at stake if your organization is not ready.

✈️FAA keeps 2026 random drug & alcohol testing rates unchanged

Good news for aviation operators:
For calendar year 2026 the minimum random testing rates remain:

25% for drugs
10% for alcohol

This decision is based on the industry’s strong 2024 performance:

Random drug positive rate: 0.816% (well under the 1.00% threshold)
Random alcohol violation rate: 0.131% (well under the 0.50% threshold)

These are the lowest rates permitted under the regulations. They apply to all covered employers under Part 120 — including Part 121, 135, 145, and 91.147 operators.

Key reminder: These are minimum rates. Your program still needs solid random selection, proper documentation, and timely reporting to stay audit-ready.

Operators — are you tracking your actual testing percentages month-to-month, or only checking at year-end?

A lot of people are waiting for their government to “sort out” a waiver or recognition of a local program.

Some countries will get one.

Many individual stations will still need their own path.

I’m walking through both options in the upcoming series so stations can decide with eyes open.

Three questions every international repair station should be able to answer right now:

1. Are we clearly in scope for the 2027 rule?

2. Who is our Designated Employer Representative?

3. Do we already have (or know how to get) Part 40-qualified collectors and an MRO that can work from our country?
