This is a common issue: The shut-off valve wears out or is otherwise damaged and must be replaced. But if you have an in-ground Double Check device, replacing this means you'll have to bring your device up to current code and replace with a PVB or RP type backflow device above ground.

Why we test:
This gasket was replaced yesterday for complete failure (holding 0.0 psid). It was doing nothing to prevent backflow. There are no gouges, tears, or even significant wear. Only a subtle deformation of shape that a visual inspection likely would not catch.
So if this device and it's components had been visual inspected, it would appear in great working condition. In reality, it was not functioning at all. Proper testing procedures immediately revealed this problem and we corrected it.

"Why do we need to test every year?" "Why is the city making us do this?" All mechanical systems break down, even in an enclosed valve. This is a check valve that has not been tested and serviced annually as required. Notice the breakdown of the plastic and rubber. One of these checks even tested within passing initially, but as you can see both needed replaced. A device in this condition definitely wouldn't protect you and your water.
