Wear and Carry Permit training is 16 hours of instruction for an original application and 8 hours of instruction for a renewal application.
The approved training is offered by a Qualified Handgun Instructor and will include instruction on state firearm law, home firearm safety, handgun mechanisms and operation, and a component that requires the applicant to demonstrate gun safety and proficiency with a minimum score of 70% accuracy.

What is HQL?

Handgun Qualification License

Why do I need a HQL?

You only need if you want to purchase, rent or transfer a HANDGUN.

If I live in DC can I still get a HQL to purchase a weapon in MD?

Yes, out of state resident can qualify for a HQL.

Can I go to the range and shoot without a HQL?

Yes, you just can't purchase a handgun.

HQL

A required MARYLAND permit to purchase, rent or receive a handgun ex. (a gift or out of state purchase) You don't need a HQL to own a gun you already have.
