Under the federal Class A ELDT standard, the 40-hour behind-the-wheel minimum allows no more than 25% of training to be completed in a simulator. Simulators can support learning, but they cannot replace the judgment, vehicle control, mirror use, backing practice, and real-road experience developed behind the wheel.
