This project reimagined the traditional correctional model.
Unlike conventional correctional facilities built around prefabricated cell units and hardened institutional materials, this women’s facility centered on a normalized, campus-like environment grounded in trauma-informed design principles — maximizing natural light, fostering autonomy, and creating community-oriented spaces.
The complication: this was a program-phase estimate. There were no drawings — only a list of program spaces, their square footages, and total site acreage. From that limited information, we needed to establish a credible construction cost for a 219,551 SF campus.
𝙊𝒖𝙧 𝘼𝒑𝙥𝒓𝙤𝒂𝙘𝒉
When drawings don’t exist, square-foot assumptions must be intentional.
We began by using our firm’s square-foot cost planning guide to identify baseline costs by program function, recognizing that housing, medical, food service, and administrative spaces carry very different construction demands.
After developing the program-based estimate, we validated it through national market research on comparable facilities. Project data was normalized using geographic cost factors, scale adjustments, and inflation indexing to reflect current New Jersey conditions.
This layered approach ensured the estimate was both realistic and defensible.
𝑻𝙝𝒆 𝑶𝙪𝒕𝙘𝒐𝙢𝒆
The result was a comprehensive $245M program estimate that differentiated costs by space type and incorporated appropriate site development allowances.
The owner and design team gained a clear, data-supported financial framework to confidently advance planning.

Correctional facilities are evolving — but innovation must align with fiscal reality.
