Pre-shipment inspection is important, but it shouldn't be the entire quality strategy.

Inspection can identify defects at the end of production. A stronger approach manages quality throughout the process through supplier qualification, clear Product Specification Sheets (PSS), Inspection Specification Sheets (ISS), defined QC procedures, and ongoing production control.
