As part of its recent reorganization, the General Services Administration's Federal Acquisition Service (FAS) is now structured around five business portfolios designed to streamline operations and improve support for agency customers and industry partners.

🔸 Assist will provide specialized acquisition support for complex agency requirements.
🔸Centralize will focus on supporting smaller-dollar acquisitions for agencies and commissions.
🔸Create will oversee major governmentwide acquisition solutions, including MAS, OASIS+, Polaris, Alliant 3, OneGov, and EIS.
🔸Deliver will manage shared service programs such as SmartPay, USAccess, federal PKI, fleet management, and global supply services.
🔸Optimize will focus on standardizing business processes, modernizing IT systems, strengthening governance, and improving enterprise decision-making across FAS.

According to GSA leadership, the reorganization is intended to improve consistency, reduce administrative burdens, and modernize acquisition operations as implementation continues over the coming months.

As part of its Freedom 250 initiative commemorating America’s 250th anniversary, the U.S. Small Business Administration (SBA) has launched the Patriot Pitch Competition, a nationwide opportunity for innovative small businesses to showcase their ideas and compete for a share of a $1 million prize pool.

The competition is designed to highlight entrepreneurs who are driving innovation, creating opportunities, and strengthening their local communities. Selected businesses will be invited to Washington, D.C., to participate in a live pitch competition celebrating the spirit of American entrepreneurship.

Interested small businesses can submit their pitches through their local SBA District Office by June 10.

The Army has released Amendment 007 to the solicitation for the Marketplace for the Acquisition of Professional Services (MAPS) contract vehicle, officially extending the proposal submission deadline to June 22, 2026, at 12:00 p.m. EST.

The Army also noted that a more substantive Amendment 008 is expected to be released at a later date and advised industry partners to continue monitoring SAM.gov for future procurement updates.

How could the evolving governmentwide contract landscape impact contractors under the Multiple Award Schedule (MAS) program?

Sean Nulty, Managing Principal GSA Schedule Consultant and DC Director of Operations, discusses why contractors should take a close look at the governmentwide acquisition vehicles available within their market segment and what that could mean moving forward.

Sean notes that in many categories, there are a limited number of governmentwide contract options available. As a result, agencies may increasingly rely on vehicles like the MAS program to meet mission needs.

He explains that now is a critical time for contractors to ensure their Schedule contracts are easy for customers to navigate and use, including maintaining streamlined labor categories, organized product listings, and a strong eLibrary presence.

As agencies evaluate acquisition strategies and contract consolidation efforts continue across government, Sean emphasizes the importance of making your Schedule contract as accessible and user-friendly as possible.

The General Services Administration has posted the first apparent awardee announcements for Phase II of the OASIS+ program, marking another significant milestone.

The announcements, posted by GSA’s Office of Acquisition Solutions Development (ASD), build upon the eight domains awarded during Phase I and expand the program’s scope to include new service areas.

Formal awards and Notices to Proceed (NTPs) are expected on or about May 22.

At TGG, we continue to work with clients navigating the evolving OASIS+ landscape, including domain strategy, proposal support, and long-term contract positioning as the program expands.

General Services Administration announced plans to issue Multiple Award Schedule (MAS) Solicitation Refresh 32 in June 2026, introducing a range of policy and solicitation updates affecting MAS contractors.

Among the most significant changes, Refresh 32 will implement Executive Order 14398, “Addressing DEI Discrimination by Federal Contractors,” and incorporate FAR 52.222-90 into the MAS program.

The new clause will require contractors to certify that they do not engage in racially discriminatory DEI practices, provide compliance-related information upon request, and report certain subcontractor conduct that may violate the clause.

GSA stated that the requirements will apply to both existing and future MAS orders, with contractors required to accept the associated mass modification within 30 days of issuance.

Refresh 32 also includes broader solicitation revisions related to joint ventures, drone-related requirements, information and communications technology equipment, SIN updates, and the creation of a new Grants QSMO Marketplace SIN under the Information Technology category.

As contractors review the upcoming changes, many may want to evaluate potential impacts on compliance processes, subcontractor oversight, contract administration, and MAS modification planning ahead of implementation.

GSA announced that its OneGov initiative saved taxpayers $1.1 billion in its first year by consolidating federal IT purchasing.
Launched to streamline fragmented buying across agencies, OneGov established 20 governmentwide agreements with major technology providers, allowing for more standardized pricing and terms.

Looking ahead, GSA plans to expand the initiative by extending agreements, increasing access to services, and supporting more scalable AI infrastructure across the federal government.
