Preparing the first Strata Executive Advisory Briefing involved days of research into South Carolina’s policy and funding landscape, federal legislative developments, and anticipated congressional activity.

Translating that research into executive implications and practical resources reinforced an important insight: actionable intelligence requires industry specificity. Leaders in child welfare, affordable housing, and faith-based organizations face distinct funding conditions, operating realities, and decisions.

That insight sharpened the institutional model for The Strata Executive Response System™.

Strata now serves foundations, associations, and membership organizations exclusively, helping them bring industry-focused executive intelligence and application resources to their grantees or members.

Conversations with funders and grantmaking institutions reinforced the need. Policy and regulatory changes affect how organizations deliver programs and operate amid uncertainty.

Alongside this evolution, our development team built the Strata Executive Resource Library and integrated it into the Strata portal, strengthening resource protection and access.

In our latest Systematic Impact™ Executive Insight, we examine the current federal budget and legislative environment, what remains unresolved, and what executive leaders and governing boards should be considering as they assess funding exposure and legislative preparedness.

The Senate worked into Saturday morning before passing a continuing resolution that would fund the federal government through December 11th. Congressional action remains incomplete. The continuing resolution now goes to the House, which is scheduled to return on August 31 for a vote.

For executive leaders, the significance extends beyond the funding deadline.

The Senate-passed measure also includes bipartisan language temporarily halting implementation of an Office of Management and Budget rule that would give executive branch political appointees greater authority over the distribution of congressionally funded grants.

For organizations that depend on federal appropriations, federal grants, or state and local pass-through funding, these developments reinforce an important consideration: funding risk involves both what Congress appropriates and how those resources are ultimately administered and distributed.

Senator Lindsey Graham's memorial service was a tribute to a life dedicated to public service. It also served as a reminder that leadership extends beyond any one individual.

Yesterday, ImpacTech Systems submitted written testimony to the South Carolina Housing Study Committee for its Greenville Housing Listening Session.

The testimony advances a systems-based perspective on housing policy, recognizing housing as foundational infrastructure that influences child welfare, health and well-being, education, workforce participation, economic development, and community resilience.

Public policy achieves its greatest impact when interconnected systems are designed, coordinated, implemented, and evaluated as an integrated continuum of care. Housing policy provides a meaningful opportunity to strengthen those connections and improve long-term outcomes for individuals, families, and communities.
