The U.S. Small Business Administration (SBA) is proposing several changes to its small business size standards for federal contracting.

The proposed changes include shifting some industries from revenue-based to employee-based size standards, consolidating certain NAICS size standards, removing size-standard exceptions, and increasing many existing revenue thresholds.

If finalized, these changes would affect how businesses qualify as small for federal contracting opportunities.

Your GSA Schedule offer can be technically strong, competitively priced, and complete and still be rejected because of one answer in SAM.

One of the easiest mistakes to make is the Section 889 certification.

The wording is confusing, and the answer that sounds compliant may not be the correct response for your company. But Section 889 is only one of the SAM issues contractors should review.

Other common problems include:

→ NAICS codes that do not support the proposed SINs
→ Business information that does not exactly match federal records
→ A SAM registration that expires during GSA’s review

And there are several less obvious issues that can also delay or derail an otherwise qualified offer.

Before submitting your GSA Schedule offer, review your SAM registration as carefully as your technical and pricing volumes.

-Confirm your TDR participation status
-Make sure Mass Mod A909 was accepted
-Confirm the “Participate in TDR” modification was accepted
-Review the required monthly reporting data elements
-Update your internal reporting calendar
-Coordinate between contracts, finance, and sales
-Prepare for July sales to be reported by August 30
-Use the grace period to resolve reporting issues early
