The U.S.-Syria Business Council hosted an intimate roundtable discussion on investing in Syria at the Concordia Horizon Summit in Dallas, Texas, followed by a networking dinner hosted in partnership with Mohamed Sharaf and Victron Energy.

The roundtable convened esteemed speakers from USSYBC member companies, including Hunt Oil, Victron Energy/Sharaf Company, Zenobia Advisory, and Al Hafez Group, alongside representatives from various companies attending the Concordia Horizon Summit, such as Caterpillar, Deloitte USA, Taylors International Services, Baghdadi Capital, and CWP Europe.

The discussion, moderated by USSYBC Deputy Director Sameer Saboungi, was lively and insightful and focused on the experiences of U.S. investors in Syria, strategic opportunities on the ground, the challenges investors have navigated, and key developments in the banking sector.

Prior to 2011, Syria was an upper-middle-income country with relatively strong development indicators. Today, it represents an emerging market with a growing population, a strategic geographic location, and significant untapped potential. While the outlook points to meaningful long-term growth, challenges remain—particularly bureaucratic and institutional. Investors should approach the market with tempered expectations and a long-term perspective. Trusted local partners, such as the Council, can play a critical role in navigating the landscape and unlocking opportunities.

Following the roundtable, USSYBC hosted a networking dinner at The Mayor’s House by Selda, bringing together Council members, Concordia Horizon Summit participants, and members of the local Syrian American community. We were also honored to welcome Member of the Turkish Parliament, Mr. Muhammed Fatih Toprak. We extend our sincere gratitude to Mr. Mohammed Sharaf for generously sponsoring the dinner and to Concordia for hosting the roundtable.

At the same time, USSYBC member companies in Damascus were participating in the HiTech Exhibition in Syria, underscoring the Council’s active presence on the ground across both markets. We thank founding member Tecore Networks for representing the Business Council at its exhibition booth.

The U.S.-Syria Business Council will be coming to Texas next week! Please join us at a roundtable we are organizing at the Concordia Horizon Summit in Dallas on Wednesday, April 29. Afterwards, USSYBC will be hosting a dinner reception for the Dallas-Fort Worth business community at the private residence of Mr. Mohamed Sharaf (Victron Energy).

Syria is at a pivotal moment after emerging from decades of conflict and authoritarian rule, reengaging and realigning economically and geopolitically with the West. Syria presents significant opportunities across various sectors, driven by substantial untapped energy and mineral resources, large-scale rebuilding needs, and growing interest from regional and international investors seeking early entry into a high-potential market. Positioned at a strategic crossroads, the country also has the potential to serve as a key transport and energy corridor linking the Gulf to Europe, offering an alternative to the Strait of Hormuz and the Red Sea.

At the same time, the market remains complex, with real risks and financing and operational challenges for U.S. companies. The U.S.-Syria Business Council supports companies in navigating these dynamics and challenges while positioning themselves competitively in Syria’s emerging market.

This roundtable will provide a useful introduction to Syria followed by practical, on-the-ground perspectives from U.S. companies already operating in Syria—offering insights into opportunities, risks, the geopolitics, and the realities of entering and operating in this emerging market.

We congratulate our Syrian members and followers on the occasion of Syria’s Independence Day. We honor the resilience and dignity of the Syrian people and their enduring quest for sovereignty and freedom. As Syria marks this historic milestone on April 17th — 80 years as an independent nation — particularly after the end of 54 years of brutal authoritarian rule, we remain mindful of the challenges many are facing today, yet hopeful for a future of stability, opportunity, and prosperity for Syria.

The U.S.-Syria Business Council facilitated a meeting between Congressman Abe Hamadeh, Congressman Darin LaHood, and Congressmen Marlin Stutzman, and the Syrian Minister of Finance, H.E. Yisr Barnieh, and Central Bank Governor, H.E. Dr. Abdulkader Husrieh.

The Congressmen and visiting officials engaged in an in-depth and forward-looking discussion regarding Syria and the future of economic cooperation between the United States and Syria. The Members signaled an openness to reconsidering Syria’s designation as a “State Sponsor of Terrorism,” and commended the efforts being undertaken by the new Syrian government to strengthen institutions, foster trust, and safeguard the interests of all Syrians.

The U.S.-Syria Business Council is proud to facilitate this necessary dialogue between decisionmakers from both countries, to support open trade and long-term growth and stability.

The U.S.-Syria Business Council convened a private banking roundtable with H.E. Dr. Abdulkader Husrieh, Governor of the Central Bank of Syria, in partnership with the Atlantic Council and alongside financial institutions, private sector leaders, and policy experts.

Discussions focused on:
🔹 The Central Bank’s reform priorities and institutional modernization efforts
🔹 Strengthening transparency, governance, and regulatory frameworks in the Syrian banking sector
🔹 Addressing capitalization, liquidity, and correspondent banking challenges and restoring financial connectivity
🔹 Creating conditions conducive for foreign direct investment and capital flows

The U.S.-Syria Business Council hosted a private members’ dinner at the Watergate Hotel with H.E. Yisr Barnieh, Syria’s Minister of Finance, and H.E. Dr. Abdulkader Husrieh, Governor of the Central Bank of Syria, and the broader visiting delegation.

The reception provided an opportunity for Council members to engage directly and candidly with senior officials and fellow members.

Earlier in the day, the Council hosted the Minister and Governor in partnership with the Middle East Institute, for a candid, public discussion on Syria’s economic and fiscal outlook in 2026. Syria’s economic leadership is pushing transparency, fiscal discipline, and reform, while prioritizing rebuilding infrastructure and social development.

Progress is real, but the State Sponsor of Terrorism designation and banking barriers still stand in the way of full recovery. The U.S.-Syria Business Council is committed to supporting transparent and modernized tax regulations and advancing Syria’s banking reintegration—both key prerequisites for unlocking U.S. private sector investment and reestablishing open economic channels between the two countries.

Last week, the U.S.-Syria Business Council was honored to host the inaugural U.S.-Syria Energy Symposium in partnership with the Atlantic Council's Syria Project.

We convened a full room of 200+ leaders from government, industry, and the policy community for a timely discussion on Syria’s evolving energy landscape.

We were honored to hear keynote remarks from Ambassador Tom Barrack, U.S. Ambassador to Türkiye and Special Envoy for Syria, and Yousef Qiblawy, CEO of the Syria Petroleum Company (الشركة السورية للبترول- SPC). Both highlighted the significant shift underway in Syria’s energy sector—from years of lost opportunity to a renewed push toward recovery and re-engagement.

The panel discussion, featuring Deputy Assistant Secretary of State Jake McGee, Hunter Hunt (Chairman and CEO, Hunt Oil Company), and Noam Raydan (Senior Fellow, The Washington Institute for Near East Policy), and moderated by USSYBC Executive Director Wa'el Alzayat, focused on the practical realities of investment, policy direction, and regional energy dynamics.

Key takeaways include:

🔹 Momentum with caution: There is growing optimism around Syria’s energy sector, driven by policy shifts and early signs of recovery. Much of the country’s reserves remain untapped, presenting significant investment opportunities for U.S. companies—especially for early movers.
