The Council for a Livable World is a nonpartisan nonprofit promoting policies to reduce and eventually eliminate nuclear weapons, and to minimize the risk of war through lobbying and by helping elect and support Members of Congress who share our goals.

Preventing the spread of nuclear weapons requires vigilance, transparency and uncompromising standards — especially when negotiating civil nuclear agreements with foreign powers. As Senator Jeff Merkley warned, granting nuclear technology to Saudi Arabia in the proposed 123 Agreement without strict non-proliferation safeguards risks laying the groundwork for a future bomb, a consequential step we cannot afford to "sleepwalk into." ⁠

Transferring nuclear technology without requiring the Gold Standard — such as prohibiting uranium enrichment and spent fuel reprocessing, alongside full IAEA oversight — undermines decades of global non-proliferation efforts. Unconditional deals set a dangerous precedent that could trigger a regional nuclear arms race in the Middle East. ⁠

True security depends on enforcing strict, ironclad protections to ensure peaceful energy programs never become a pathway to nuclear weapons. ⁠

"National security is a shared responsibility, requiring joint efforts and mutual respect."

Executive war powers require real congressional partnership, direct oversight and shared accountability. As Executive Director and former Congressman John Tierney noted from the House floor in the wake of the horrific September 11 attacks, national security depends on co-equal branches acting in concert.

September marked 25 years since Rep. Tierney stood on the House floor and urged his colleagues to narrow the scope of the Authorization for Use of Military Force (AUMF) in Afghanistan in September 2001. It was rejected 420-1 and the AUMF has been used to exert military action against terrorists in more than 20 countries — many of which had nothing to do with the attacks — for more than 20 years. It has still not been repealed.

We need leaders in Congress who are willing to stand up for diplomacy and exert oversight over endless Pentagon spending. In less than we will have an opportunity to elect new leaders who will stand up for peace.

Jake Johnson is challenging incumbent Rep. Brad Finstad (R) who has held this seat since 2022. Rep. Finstad currently serves on the House Armed Services Committee and has consistently voted the wrong way on Council issues.

Johnson’s background is in education. Johnson grew up in Stewartville, MN, and attended the University of Wisconsin – La Crosse on a Pell Grant. After graduating, he moved back home and began teaching math in Rochester Public Schools. He has continued his career as a math teacher for 20 years since then, instructing students in courses ranging from remedial math to AP Calculus. Johnson also served as the Government Relations Coordinator for his teachers’ union, working to improve wages and conditions for the employees of Minnesota public schools.

Johnson’s campaign focuses on his working-class upbringing, connecting his family’s reliance on social programs like SNAP and Medicaid in his youth to the cuts to those programs supported by his opponent, Rep. Finstad. This district is also heavily agricultural, meaning it has felt devastating effects from Trump’s war with Iran. Johnson emphasizes his opponent’s support for the Iran war and its connection to rising prices of gas and diesel impacting farmers in the district on the campaign trail.
