The core concept of lien law is that because your work is now part of the owner’s property, you can force the sale of that property if you don’t receive payment. When the states along the West coast created their lien laws they added that the property owner must be formally notified that you are working on their property before you can file that lien. The idea is that once the owner is notified by the preliminary notice, it’s now their responsibility to make sure you get paid.

In Washington, make sure you get your notices out right away if you are a supplier on a public works project. You have ten (10) days from the first delivery to get your notice out
