York, PA — December 31, 2025 — Transportation Resource Group, Inc. (TRG), a York, Pennsylvania–based traffic engineering firm, is pleased to announce the successful completion of an internal ownership transition. The company has been acquired by long-time team members Dan Thornton, Julie Thornton, Chris Schwab, and Joe Eberly from current shareholders Jon Seitz, Sharon Austin, and Linda Seitz.

This internal sale reflects a thoughtfully planned succession strategy designed to ensure continuity, stability, and long-term growth for TRG. The new ownership group brings extensive experience, deep institutional knowledge, and a shared commitment to the company’s core values, clients, and employees.

Transportation Resource Group will continue to operate from its York, PA location with no immediate changes to services or day-to-day operations. Clients and partners can expect the same high level of service and expertise that TRG has delivered throughout its history.

It’s almost Summer and with that comes more traffic on the roads, please stay aware and drive safely.

The Pennsylvania Department of Transportation released the 2023 Statewide Traffic Fatality Data today. Last year 1,209 people were killed in motor vehicle crashes on Pennsylvania roadways. “Even one traffic fatality is one too many” stated PennDOT Secretary Mike Carroll. “Traffic deaths are preventable, but we need your help. Safety on our roadways is a shared responsibility. We can only get to zero fatalities with everyone working together. Please pay attention behind the wheel, slow down, and never drive impaired. And buckle up! Your seat belt is your best defense against reckless drivers.”

Driver behavior is the leading factor in 83% of the approximately 1,100 fatal crashes that occur annually on Pennsylvania roadways. These behaviors include driving distracted, impaired, or aggressive. These behaviors are choices. Drivers don’t intend to cause a crash, but their choices kill innocent victims every day. Choose to do the right thing because your choices are no accident.

In an effort to improve traffic safety by reducing fatalities and serious injuries, the Pennsylvania Department of Transportation invested $29.1 million in federal grant funds statewide in behavioral safety programs.

On Saturday, February 24, 2024, Dan Thornton, TRG Senior Associate, attended and judged the 2nd Annual York College of Pennsylvania (YCP) Engineering Design Competition. The task for this years competition was to design a transportation solution for cities. The teams of college students had from 11AM to 6PM to come up with the transportation solutions. Some of the transportation solutions included:

• Software integrated into cars that would alert motorists of pedestrians in crosswalks.
• Preemption for emergency vehicles where a central computer system would assist in providing green time to the emergency vehicle approaches.
• A standardized transit bus that would potentially incorporate face recognition or a quick scan feature to help speed up boarding similar to EZ-Pass
• Raised intersections that separate vehicles and bikes/peds to encourage and provide safety for bikes and pedestrians.

WDCSITE Conference
On Thursday, November 2nd, Joe Eberly, TRG Senior Associate, attended the WDCSITE Annual Conference and Business Meeting at the Engineering Society of Baltimore.
The conference included several technical sessions on protection of vulnerable road users, interrelated alternatives in transportation network planning, cycling for commuters, neighborhood transportation studies, road diet projects, and zero-emission bus strategic plans. During the business meeting, the annual changing of the leadership was completed, as well as the unveiling of the new name and logo for the Section. WDCSITE is now CAPSITE – Chesapeake and Potomac Section of ITE.
The Annual Conference and Business Meeting provided a great opportunity to see some of the completed projects in the region, get caught up on the latest research and studies being compiled, and visit the Engineer’s Club at the Garrett-Jacobs Mansion.

ASCE Central PA Section November Dinner Meeting
On Wednesday, November 1st, Joe Eberly, TRG Senior Associate, attended the ASCE Central PA Section Dinner Meeting and Technical Presentation in Harrisburg. The meeting at the Penn Harris Hotel included an informative presentation by Ronnie Medlock, PE, VP of Tech Services at High Steel Structures. High Steel produces fabricated steel for I-girder, tub girder, arch, truss, and stay-cable steel bridges. Ronnie is responsible for quality control and for fabrication and inspection technology advancements.
The presentation included information on High Steel’s involvement in the production of the fabricated steel on a very condensed timeline for the emergency work on the I-95 bridge recently compromised by fire from a tanker truck crash. Part of the High Steel’s ability to quickly provide the necessary fabricated steel girders was due to its use of Phased-Array Ultrasonic Testing (PAUT), a new inspection testing procedure. PAUT provided testing for quality control for the welds that are used to fabricate the structural steel to the necessary specifications. The presentation was both interesting and informational and showed how the profession can work together to address infrastructure emergencies.

On Thursday, September 28th, Joe Eberly, TRG Senior Associate, attended the YCEA Industry Roundtable with PennDOT Secretary Mike Carroll. The event was held by the York County Economic Alliance (YCEA). After opening remarks by Kevin Schreiber, President & CEO of YCEA and PennDOT Secretary Mike Carroll, the audience was able to ask questions and get answers on timely topics directly from Secretary Carroll. It was a great opportunity for Secretary Carroll to be in York and experience some of the exciting things that are happening in the City and County. It was also a welcomed opportunity for members of the community to ask questions directly of the Secretary.
Mike Carroll, PennDOT Secretary, was confirmed by the PA State Senate in May 2023 to serve as the PennDOT Secretary under the Governor Shapiro Administration. Prior to his appointment, Secretary Carroll served in the PA House of Representatives from 2006 until 2022, representing parts of Luzerne and Lackawanna Counties.

BACK TO SCHOOL SAFETY
The 2023 – 2024 school year has started and TRG urges everyone to keep students safe whether they are walking to school or taking a bus. As an expert in school transportation safety, TRG was contracted by the York Academy Regional Charter School located at 32 W. North Street in the City of York to help the school prepare a traffic control plan for opening day of school on August 14th. In short order, TRG prepared special traffic plans and traffic flow changes in cooperation with the City of York and assisted with the implementation of the traffic control plan with on-site guidance and consultation.

Tom Austin, TRG Principal Transportation Planner, attended the 2023 SC BikeWalkTrails Summit hosted by Palmetto Cycling Coalition.

This two-day event is held for professionals in planning, engineering, community and economic development and trail development. The goal of the summit is to energize professionals and encourage leaders to develop improvements to community walkways and trailways and make transportation easier for community members.
