Sinclair Flemming Takes Helm of BVI Chamber, Outlines Data-Driven Advocacy and MSME Focus
The British Virgin Islands Chamber of Commerce has ushered in a new era of leadership with the appointment of Sinclair Flemming as Chair for the 2026/27 term, signaling a renewed emphasis on data-driven advocacy, structured public-private collaboration, and stronger support for micro-, small- and medium-sized enterprises (MSMEs).
Mr. Flemming, Managing Director of P3 Plastic Paper Products, assumes leadership following the Chamber’s confirmation of its incoming Board of Directors in accordance with Article 41 of its Memorandum and Articles of Association. The newly constituted Board held its first meeting on 27 January 2026, beginning orientation and priority-setting for the year ahead.
At that inaugural meeting, Flemming laid out a clear and ambitious agenda designed to strengthen the Chamber’s role as the voice of business in the Territory. Central to his vision is advancing business development and economic growth through stronger advocacy that is grounded in evidence and measurable outcomes.
“We plan to set a standard where Chamber advocacy and positioning are data-supported, outcome-focused, and aligned with measurable economic realities,” Flemming said, underscoring his intent to elevate the quality and impact of the Chamber’s engagement on national economic issues.
A key pillar of the new Chair’s agenda is deepening structured engagement with Government, particularly through initiatives aimed at supporting MSMEs. These efforts will involve consultation with larger businesses to help reduce complexity and barriers to doing business in the Virgin Islands, fostering a more inclusive and efficient commercial environment.
Flemming also highlighted plans to enhance member value by expanding business training and capacity-building opportunities, ensuring that Chamber members are better equipped to navigate a rapidly evolving economic landscape. In addition, the Chamber will reinforce its commitment to corporate social responsibility through youth mentorship programmes designed to help develop the next generation of business leaders in the Territory.
Emphasizing collaboration, Flemming noted that sustained and meaningful partnerships between the public and private sectors are essential for long-term economic development, and expressed enthusiasm about working closely with key stakeholders to advance shared national priorities.
Supporting Flemming on the 2026/27 Board are Meslyn George as Chair-Elect, David McDonald as Membership Director, Aaron Parillon as Advocacy Director, Wilma Blyden as Events Director, Marva Wheatley as Training Director, and Shaina M. Smith as Past Chair (Ex-Officio).
The Chamber has also encouraged members to become more involved by expressing interest in the vacant roles of Secretary, Treasurer, and Communications Director. An Annual General Meeting is expected to be scheduled shortly, at which the Board will formally present its 2026 Work Plan and Events Calendar.
As the Chamber looks ahead to the new term, Flemming’s leadership sets a tone of renewed purpose, accountability, and collaboration, as the organisation continues to advocate for a strong, resilient, and forward-looking business community in the Virgin Islands.
