Registration for the IRA Masterclass closes on June 16th.

An IRA that does not hold up under inspection is not just a finding. It generates a remediation obligation, a timeline, and enforcement risk. The session on 18 June covers exactly what makes the difference between the two. If you have been on the fence, the window is closing.

Our CEO reviews a lot of IRAs. Last week she reviewed one that made her stop.

Not because something was wrong. Because everything that should be there was there, working together, in a way she has been describing in training sessions for years but rarely sees in practice.

She wrote about what she found. Worth reading if you are an MLRO or compliance officer responsible for your firm's IRA.

Your IRA should be doing more than sitting in a folder.

It should be driving how your firm identifies risk, makes decisions, and responds when conditions change. Most are not built or maintained to do that and it shows when an inspection arrives.

Gold Leaf's IRA Masterclass on 18 June is a practical session on how to develop, maintain, and operationalise an IRA that delivers real value and holds up to scrutiny.

A BVI trust company had done the remediation work. Policies updated. Files reviewed. Procedures revised. But their board kept asking the same questions.
1. Was any of this aligned with what the FSC would actually expect to see?
2. Were the updates defensible?
3. Were their teams ready to execute?

Gold Leaf was brought in under the End-to-End Regulatory Programme.

Phase 1 started with the IRA as the diagnostic foundation.
Phase 2 moved into ex*****on alongside internal teams: training, process walkthroughs, documentation development, and selective testing of remediation outputs.
Phase 3 brought in an independent auditor to formally validate that the updated framework met regulatory standards.

The outcome: fragmented remediation activity became a cohesive, risk-aligned compliance framework. Policy updates became embedded, tested, evidenced processes.

What a showing from the BVI at this year's STEP Caribbean Conference in St Lucia.

Gold Leaf's Julia Shamini Chase was on the panel with Fraser Allister of Bedell Cristin, unpacking beneficial ownership, privacy, and compliance in the BVI and beyond. She was joined by practitioners from across the territory's financial services sector, contributing to sessions on digital assets, restructuring, governance, and succession planning.

The BVI showed up. And it represented well.

Remediation is not the finish line. It is the starting point for proving your compliance programme works.

Most firms treat remediation as a project with an endpoint. Regulators treat it as evidence of whether your controls are embedded, tested, and defensible. Those are not the same assessment.

Gold Leaf's End-to-End Regulatory Programme takes BVI regulated entities through three phases: diagnostic assessment, hands-on implementation, and independent validation by a third-party auditor. Each phase produces documented outputs the firm can stand behind.

We have written a full breakdown of how the programme works and what each phase delivers for boards and senior management.

If you are uncertain when your IRA should be revisited, what events should trigger reassessment, or how to demonstrate that your IRA is actively driving your compliance framework and decision-making, then this training is for you.

Regulators are not assessing whether your IRA exists. They are assessing whether it reflects how your firm is actually managing ongoing risks. Having a policy is not the same as applying it. A document updated once and filed away is not evidence of active risk management and monitoring.

Gold Leaf's IRA training on 18 June 2026 is a three-and-a-half-hour virtual session built for firms that need clarity on exactly that. When to revisit the IRA, what events should trigger reassessment, and how to demonstrate that it is actively driving compliance decisions, not sitting on a shelf. Practical. Step by step. Directly applicable to your firm.

The BVI FSC just published its 2026 Compliance Inspection Programme. 50 inspections. 25 per cent more than last year.

TCSPs, Investment Business firms, and VASPs are the primary focus.

But the number is not what should concern your board. What should concern your board is this: the FSC has made it clear it will not just be checking whether compliance controls exist. It will be testing whether those controls work in real operational conditions. Whether your files back up your policies. Whether your staff can demonstrate understanding under questioning. Whether your governance shows genuine engagement.

That is not the same test most firms have been preparing for.

Gold Leaf has written a plain-English breakdown of what the 2026 inspection programme means and what your firm should be doing about it now.

Gold Leaf CEO heading to Saint Lucia

This month, our founder Julia Shamini Chase will be at the centre of two of the most important conversations facing the region's compliance and advisory community, back to back.

On 7 May, she chairs the "Due Diligence Deep Dive" panel at the CIS'26 Caribbean Investment Summit — at the heart of the largest restructuring of Caribbean citizenship by investment in the industry's history. The draft Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) is rewriting the rules for due diligence, pre-qualification, and post-approval monitoring across all five OECS programmes.

A week later, she co-presents at the STEP Caribbean Conference 2026 on the question every practitioner is wrestling with right now: where does public register transparency end, and professional confidentiality begin?

These are the conversations that decide how the Caribbean is read by global regulators.

Gold Leaf is helping to shape both.
