Technical Support to pilot a Voluntary Carbon Labelling Scheme for Vietnam

The ‘Technical Support for the Design and Pilot of the Voluntary Carbon labelling scheme in Vietnam’ kicked off with an inception workshop on March 05, 2025.

The project will provide technical support for the Vietnam Ministry of Agriculture and Environment, to develop policy on voluntary carbon labelling and prepare the private sector for carbon accounting and emission reduction under new international climate policy.

Offshore wind power– A solution for energy transition in Vietnam.

The draft National Power Development Plan for the period 2021-2030, with a vision to 2045 (PDP8) submitted to the Government by the Ministry of Industry and Trade for approval, sets the target to reach about 7GW of offshore wind power by 2030. For a country with great potential for offshore wind power development like Vietnam, this target is not too difficult. Along with the objective of ensuring energy security and sustainable development, offshore wind power also contributes to creating thousands of jobs and gradually forms supporting industries to support wind power development in Viet Nam.

Recently NIRAS has been awarded a multimillion USD contract to conduct an international standard Environmental and Social Impact Assessment (ESIA) for the 3.5GW La Gan offshore wind farm in the Binh Thuan province of Vietnam. The role of NIRAS is to ensure this offshore wind farm project is developed in the right place, environmental and community impact is minimised, and ultimately that clean, renewable and reliable electricity is delivered to the national grid.

RCEE-NIRAS and its international consultant team partner is conducting a study to carry out the preparatory work for a Multisectorial Green Program, including green credit lines to be granted by AFD to a pool of public banks in Vietnam. This Credit line shall be offered together with a technical assistance program to partner banks, final beneficiaries, and the central bank. Furthermore, depending on the Feasibility study’s result, AFD could eventually offer a whole package (Non sovereign loans – Technical Assistance – Investment grant (to be mobilized from EU)to the beneficiaries (public banks and final beneficiaries) in the sector(s) in need.

Through a project funded by USAID, RCEE-NIRAS supports the Vietnamese government agencies assess reporting and certification needs of individual sectors and evaluate options for developing the institutional set-up, reporting and certification guidance, data systems, and verification bodies that enable companies respond to emerging GHG reporting and labeling requirements. RCEE-NIRAS consulting team will undertake research on international best practices in GHG labeling including legal frameworks, reporting protocols and other tools/methods for carbon accounting and carbon footprint calculation, types of assistance provided to businesses for implementation, guidance and processes for third party verification, data sources and/or benchmarks that can facilitate reporting, and management agencies for supervising and certifying GHG reports and carbon labels.

RCEE-NIRAS is advising Vietnamese Government Agencies on establishing a JETP a strategic document in respond to political declaration and based on that a Resources Mobilization Plan (RMP) can be developed and published as soon as possible by November 2023 to identify the new investment requirements and opportunities – for the development and implementation of wind, solar, transmission, energy efficiency, storage, electric vehicles, training, retraining and vocational support for employment among others - and measures to facilitate the deployment of support and overcome barriers to investment, to deliver Viet Nam's just energy transition.

Vietnam's economy is in the development stage. The demand for energy will increase leading to the power supply grid as well as the ability to provide primary energy will have to be improved. Alot of our primary energy sources depends on imports which means we lose money for foreign countries. That creates pressure with efficient energy management.
