Vietnam, US launch dioxin remediation project at largest hotspot

Vietnam’s Air Defense Airforce Command and the US Agency for International Development launched a dioxin remediation project at Bien Hoa Airbase on April 20, the largest remaining hotspot of dioxin contamination in the country.

The project will remediate high-risk areas over an estimated ten-year period using treatment and isolation methods similar to those used at Danang Airport, the US Consulate General in Ho Chi Minh City said in a press release.

Vietnamese Deputy Prime Minister Truong Hoa Binh, US Ambassador to Vietnam Daniel J. Kritenbrink, and many other representatives from both sides joined the launch ceremony to highlight the importance of Vietnam - US efforts to deepen the Vietnam - US comprehensive partnership by addressing legacies of war.

In partnership with the Vietnamese Government, the US Agency for International Development (USAID) completed an assessment in 2016 of dioxin contamination at the Bien Hoa Airbase, the primary dioxin storage and handling site during the war.

The assessment identified almost 500,000 cubic meters of dioxin contaminated soil and sediment in need of remediation – almost four times the volume that was remediated at the Danang Airport.

Following the assessment, the USAID signed agreements with the Vietnamese Ministry of National Defense in early 2018 for an initial five-year, US$183 million commitment to the Dioxin Remediation at Bien Hoa Airbase Area Project.

As an important pillar of the Vietnam - US comprehensive partnership, both countries continue to cooperate on the humanitarian mission of accounting for personnel still missing from the war, and resolve wartime legacy issues including the removal of unexploded ordnance, support for persons with disabilities, and the remediation of dioxin - including the November 2018 completion of the six-year, $110 million Environmental Remediation of Dioxin Contamination at Danang Airport Project.

The same day, the USAID and the Office of the Standing Board for the Vietnam National Committee on the Settlement of Post-War Unexploded Ordnance and Toxic Chemical Consequences (Office 701), signed a memorandum of intent that will improve the quality of life for persons with disabilities in seven targeted Vietnamese provinces, including Quang Tri, Thua Thien - Hue, Quang Nam, Binh Dinh, D**g Nai, Binh Phuoc, and Tay Ninh.

Over the next five years, both sides will team up with the Ministry of Labour, Invalids, and Social Affairs; the Ministry of Health; and other stakeholders to provide direct care, build the capacity of the rehabilitation sector, and develop community level social services.

Businesses must raise their game to make inroads into Australian market

Despite having a huge market potential, Vietnamese businesses have yet to make significant inroads into the Australian market. According to economists, domestic firms have been urged to seek solutions to enter this demanding market and seize the opportunities presented by the Comprehensive and Progressive Pacific Partnership.

Despite having huge market potential, Vietnamese businesses have yet to make significant inroads into the Australian market.

The Australian market is widely considered more demanding than that of the United States and the EU due to strict non-tariff barriers and high standards with regards to purchasing goods.

Although the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) opened up a wealth of opportunities for Vietnamese goods, services, investment, and labour, the nation’s export turnover to Australia has yet to increase with only US$4.5 million in 2018 in comparison to 2008’s figure of US$4.591 million.

Missed opportunities

At a recent conference themed “Australia’s market potential from the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) perspectives”, Phung Thi Lan Phuong, head of the FTA Division of the WTO and Integration Centre of the Vietnam Chamber of Commerce and Industry (VCCI) said although both countries are FTA partners and enjoy advantages of slashed tariffs, Vietnam’s export growth to the Oceanian nation remains limited. The country’s exports are even limited when compared to other partners that have not signed a FTA with Australia.

The nation’s 2018 exports to Australia accounted for only 1.84 per cent of total export turnover, a relatively small proportion when considering the size of the market.

Compared to other export markets, Australia was only the nation’s 13th largest export market in 2017, with export value much lower than major export markets as the US, China, Japan, and the Republic of Korea.

Among the 10 ASEAN member states that have signed the AANZFTA, Vietnam ranks fourth behind Singapore, Thailand, and Malaysia in terms of export turnover to the Australian market.

Moreover, Vietnam is merely the 14th largest importer to Australia, accounting for just 1.74 per cent of their total import turnover in 2017.

Lan Phuong noted that while average export growth from Vietnam to markets worldwide stood at 15.1 per cent in the 2008 to 2018 period, the country’s average export growth to Australia made up only 2.3 per cent.

However, Vietnam's

export structure does not correlate well with Australia’s import structure. Several traditional export products of Vietnam such as farm produce and garments and textiles are commodities that Australia rarely imports.

Ms Phuong emphasized that these statistics show that Vietnam’s exports to Australia have endured sluggish growth in recent times. Despite the fact that domestic goods enjoy preferential tariffs to the Australian market, Vietnam’s overall export turnover still accounts for only a very small proportion of the country’s total export turnover.

Radical reforms needed among businesses

The representative from VCCI also pointed out that Australia has little demand for many of Vietnam’s products. Moreover, the country represents a a fastidious market that sets strict requirements on imports, making it difficult for Vietnamese goods to pe*****te the market despite enjoying preferential tariffs.

According to the nation’s trade office in Australia, the market there has some of the most stringent regulations in terms of food safety and hygiene in the world.

Furthermore, they has also put up a number of technical barriers on product standards and labeling, which have caused difficulties for domestic export products when trying to enter the market.

Many batches of domestic goods have been returned as they don’t meet the regulations set forth by the Australian market.

In order to capitalise on the opportunities that have arisen from the CPTPP, Dinh Thi My Loan, chairwoman of the Vietnam Retailers Association, advised businesses to devise long-term business strategies and undergo radical reforms aimed at improving product quality in order to meet the demands of consumers.

Loan also underlined the importance of a p***e range of products and as well as consistent product quality in order to enhance the competitive edge of Vietnamese goods within the Australian market as well as avoiding technical barriers in the future.

She suggested that local businesses attach greater importance to the development of brands for export commodities and improve their local knowledge of regulations. Notably, the quality of goods must be ensured as opposed to quantity and low prices.

Nguyen Anh Duong, Head of the Central Institute for Economic Management (CIEM)’s Macroeconomic Policy Department, suggested that Vietnam should enhance the capability of businesses in the fields of agriculture, industry, and services in order to adapt to Australian regulations and culture.

The representative from CIEM also underscored the significant role that associations play when it comes to addressing obstacles faced by the business community. Such bodies can devise proper policies that can aid in supporting businesses as well as working alongside the government to introduce Vietnamese goods to Australia.

First quarter: Import-export turnover of FDI enterprisesis over 74 billion USD

VCN - According to information from the General Department of Customs, by the end of the first quarter, the total value of import and export of FDI enterprises reached 74.54 billion USD, increasing by 3.8%, which corresponds with an increase of 2.74 billion USD compared to the same period in 2018.

The total value of import and export of FDI enterprises in March reached 28.31 billion USD, increasing by 48.8% compared to February.

Thus, by the end of the first quarter, the total import-export turnover of FDI enterprises reached nearly 64.1% of the total import-export turnover of the whole country.

In particular, the export of theseenterprises in March reached 16.14 billion USD, increasing by 59.4% compared to the previous month, bringing the export value of this sector in the first quarter of 2019 to 41.08 billion USD, increasing by 3.1% compared to the same period last year and making upnearly 70% of the total export value of the country.

In contrast, the import value of FDI enterprises in March reached 12.17 billion USD, increasing by 36.8% compared to the previous month and bringing the import value of this sector in the first quarter to 33.45 billion USD. This is anincrease of 4.7% compared to the first quarter of 2018, making up over 58.2% of the total import turnover in the country at the same time.

From the above-mentioned data, the trade balance of FDI enterprises in March reached a surplus of 3.97 billion USD, bringing the trade balance in the first quarter to a surplus of 7.63 billion USD.

According to the General Department of Customs, Vietnam's trade with the Americasreached 20.65 billion USD in the first quarter, increasing by 19.4% compared to the same period in 2018 and this is a continent with the highest growth rate in the 3 months of the beginning of this year.

Meanwhile, Asia continues to be the region with the highest proportion (over 65.8%) of the total import-export turnover of the country.

Import and export value in the first quarter with Asian markets reached 76.51 billion USD, increasing by 4.8% compared to the same period in 2018, ofwhich export value was 29.94 billion USD, decreasing slightly at 0.5% and import value was 46.58 billion USD, increasing by 8.5%.

Import-export turnover between Vietnam and Europe reached 15.63 billion USD, up 4.1%; Oceania reached 2.17 billion USD, up 3.6% and Africa reached 1.35 billion USD, down 15.6%.

Vietnam’s tuna export to China shoots up

Vietnam’s export of tuna to China rocketed by 771 percent in the first two months of this year, making the market the fifth largest importer of Vietnamese tuna after the US, the EU, Israel and the ASEAN, said the Vietnam Association of Seafood Exporters and Producers (VASEP).

According to the International Trade Centre, in 2018, Vietnam was the 11th biggest tuna supplier of China, accounting for a meagre market share with 3 percent.

Particularly, frozen tuna fillets from Vietnam and the ASEAN member countries are exempted from tax in the Chinese market. The advantage allowed Vietnam to become the leading provider of frozen tuna fillets to the market with over 65 percent of the market share in 2018.

The VASEP predicted that Vietnam’s export of the product to China will continue to rise in 2019. In the first two months of this year, Vietnam’s exports to China accounted for 94 percent of the country’s total tuna export value.

The association revealed that this year, Vietnam will provide new fresh and frozen tuna products to China.

According to Nguyen Thi Thu Sac, Vice Chairwoman of VASEP, tuna exports are forecast to top 1 billion USD this year, 350 million USD higher than last year.

Eliminate severely illegal wood for promoting wood production

VCN – To make good use of export promotion opportunities, 2019 is an important year for the forest sector in developing mechanisms and policies to eliminate illegal wood from the supply chain, especially to control imported wood supply.

According to the Ministry of Agriculture and Rural Development, the export value of wood and wood products in the first three months is estimated to reach $US2.3 billion, up by 15.6% over the same period in 2018. Wood and wood products is the industry with the highest trade surplus in the first quarter of 2019 among agricultural, forestry and fishery products of Vietnam with a surplus value of $US 1.02 billion.

The US, Japan, China and South Korea continue to maintain their position as key export markets with the proportion of exports accounting for 79% of the total export value of wood and wood products.

With many key exported agricultural products of Vietnam such as rice, rubber and pepper on a downward trend, why did wood and wood products experience such a huge breakthrough? Responding to this question of Customs News’s reporter, Deputy Minister of Ministry of Agriculture and Rural Development Ha Cong Tuan analysed: The production capacity of the whole industry has increased rapidly. Afforestation over the past few years has contributed to a higher supply of wood and an increase in processing and processing facilities.

“Besides that, the product quality increased quite well. Products are accessible, meeting the criteria of traceability management to help Vietnam's credibility increase. In particular, a different point of wood industry is that its market only accounted 6% of global market share. The state with the spirit of creating action, has organised many meeting to remove difficulties. As a result, basically, it has created encouragement and excitement for enterprises to invest in development", Deputy Minister Tuan said.

According to Argo Processing and Market Development Department (MARD): The Voluntary Partnership Agreement on Forest Law Enforcement, Governance and Trade (VPA/FLEGT) between Vietnam and the European Union (EU) which is valid in 2019, will be a great opportunity for wood products from Vietnam to export to the EU.

Besides that, in the world market, the trade tension of US - China has caused impacts on Vietnam's wood industry. A number of Chinese wood products are subject to new tariffs from the US that has lost its advantages for access to the US market, creating opportunities for Vietnamese substitutes. Recently, some Vietnamese enterprises have seen an increase in orders from the US.

Although US-China trade tensions bring many opportunities, however, the Argo Processing and Market Development Department indicated the trade war has also brought many challenges to Vietnam's wood industry.

The US trade agency has conducted investigation on tax frauds for a number of Chinese companies when those companies transfer a number of plywood products manufactured from China to Vietnam, taking production labels from Vietnam and then exporting them to the US.

The US trade agencies are aware of the possibility of tax evasion by Chinese businesses through the use of production labels from Vietnam. In the context of trade tension which has not shown signs of cooling down, it is likely that there will be an increase of investigations into tax for Chinese companies in 2019.

It is forecasted that in 2019, Vietnam's wood and wood products export will continue to expand. In the whole year of 2019, the export target of the entire forestry industry is set at $US11 billion.

A representative of the Argo Processing and Market Development Department assessed that 2019 will be an important year for Vietnam in developing mechanisms and policies to remove illegal timber from the supply chain, especially controlling the supply of imported wood.

Furthermore, in the process of developing these mechanisms and policies, it required close consultation with the business sector, in order to ensure that those mechanisms and policies are effective and do not incur too much costs about time and money for enterprises.

Besides that, in the future, the forestry sector should develop more new development models, with an emphasis on value created in design, trade, high-skilled labour and technological innovation.

Vietnamese businesses innovate for comprehensive integration

The Vietnamese Government has called on domestic enterprises to consider innovation the driver and an optimal solution to improve their competitiveness in the context of comprehensive international economic integration.

Innovation, creativity, and business support mechanisms in realizing innovation efforts are challenging businesses, ministries, sectors, and localities amid the rapid development of science and technology.

Innovation and creativity are an area in which Vietnamese businesses are weak during the Fourth Industrial Revolution in which labor productivity is of utmost importance. Vietnam's labor productivity is approximately US$4,000 per person per year, a very low rate compared to others in the region.

FPT Software President Hoang Nam Tien said, “Currently businesses which are faster will win, defeating even bigger enterprises. How to embrace digital transformation remains an important question for all enterprises. The answer is to be quick to seize opportunities. Businesses should begin with small, simple things but be as quick as possible. In that way, it can quickly produce the desired effect.”

Dr. Nguyen Dinh Cung, Director of the Central Institute for Economic Management, says that innovation and creativity include already available things and things Vietnam hasn’t got yet. The most important thing is that its institutions must be favorable for innovation to flourish.

“The current biggest hurdle is our mindset and institutions which remain based on set regulations and process. We should create motives that can force businesses to innovate,” Cung said.

According to Vu Tien Loc, Chairman of the Vietnam Chamber of Commerce and Industry, with the current development of e-commerce, micro enterprises can reach world markets with their products. Small and micro businesses can apply the digital economy to production and sales - the most important driver for Vietnam’s economic growth.

Loc said, “We are facing many transformations but the digital transformation is the most important right now and fundamental to the Vietnamese economy. The government will work to create a favorable environment. But the center of innovation, creativity, and digital transformation is business, not the government. Our goal is to create breakthroughs and promote sustainable development.”

Addressing the CEO Forum 2019 themed “Business Revitalisation and Innovation: Breakthroughs from Mind to Action”, Deputy Prime Minister Vuong Dinh Hue said the Party and State advocate the transformation of growth models based on the application of science and technology and innovation in order to improve the productivity, quality, and competitiveness of the economy.

He said the government has steadily improved the business environment and strengthened the macroeconomic foundation, in addition to promoting the start-up ecosystem and innovation and creating the most favorable conditions to support enterprises.

He said that the Government has taken drastic steps to develop an e-Government, build a digital economy, embrace digital transformation, and apply 5G technology and shared economic models.

Deputy Prime Minister Hue said “Enterprises should follow up breakthroughs and innovative thinking by taking immediate action to gain success in each sector, each field, and each company. Every business must be a center of innovation to be successful. In this cause, you cannot go alone but must unite with each other. The Government, ministries, and localities are committed to supporting the future.”
