🌏CCTPA làm việc với Cục Biến đổi khí hậu về định hướng phát triển dự án tín chỉ carbon tại Việt Nam

Ngày 08/10/2026, Công ty Cổ phần Sàn Giao dịch Tín chỉ Carbon ASEAN (CCTPA) đã có buổi làm việc với Cục Biến đổi khí hậu nhằm trao đổi về tiềm năng, định hướng phát triển dự án tín chỉ carbon và tháo gỡ các vướng mắc pháp lý trong quá trình triển khai. Buổi làm việc do ông Nguyễn Tuấn Quang – Cục trưởng Cục Biến đổi khí hậu chủ trì, với sự tham dự của đại diện Phòng Thị trường các-bon, Phòng Quản lý phát thải khí nhà kính và bảo vệ tầng ô-dôn, cùng đại diện cố vấn luật lâm nghiệp và các khung pháp lý về tín chỉ carbon.

📊Tại buổi làm việc, CCTPA trình bày các lĩnh vực tiềm năng phát triển tín chỉ carbon tại Việt Nam, tập trung vào ba nhóm chính:
• Lâm nghiệp: Phát triển dự án tín chỉ carbon từ bảo vệ và phát triển rừng, đồng thời làm rõ cơ chế hợp tác giữa doanh nghiệp và chủ rừng.
• Nông nghiệp: Nghiên cứu phát triển dự án giảm phát thải trong canh tác lúa, làm rõ mô hình liên kết giữa doanh nghiệp, hợp tác xã và nông hộ, cùng các yêu cầu về đo đạc, báo cáo và thẩm định (MRV).
• Hạ tầng xanh: Đề xuất phát triển dự án tín chỉ carbon từ xanh hóa hệ thống chiếu sáng công cộng và lắp đặt điện mặt trời áp mái, kết hợp mô hình hợp tác công tư (PPP) và giải pháp hiệu quả năng lượng (ESCO).

🤝Buổi làm việc đã làm rõ một số hướng xử lý vướng mắc pháp lý trong quá trình phát triển dự án tín chỉ carbon. Theo định hướng từ Cục Biến đổi khí hậu, việc triển khai cần được thực hiện trên cơ sở đề án cấp tỉnh do cơ quan chuyên môn cấp tỉnh chủ trì. Đối với dự án tín chỉ carbon rừng, các chủ rừng cần liên kết và đồng ký hợp đồng thực hiện dự án.

📑Trên cơ sở các nội dung thống nhất tại buổi làm việc, CCTPA sẽ tiếp tục phối hợp với Cục Biến đổi khí hậu để xây dựng văn bản hướng dẫn cụ thể, làm rõ cơ sở pháp lý và phương thức triển khai các dự án tín chỉ carbon, từng bước đưa các đề xuất vào thực tiễn.

On October 8, 2026, ASEAN Carbon Credit Trading Platform Joint Stock Company (CCTPA) held a working session with the Department of Climate Change to discuss the potential and development orientations for carbon credit projects in Vietnam, as well as address legal challenges arising during implementation. The meeting was chaired by Mr. Nguyễn Tuấn Quang, Director of the Department of Climate Change, with representatives from the Carbon Market Division, the Division of Greenhouse Gas Emissions Management and Ozone Layer Protection, and legal advisors specializing in forestry law and carbon credit regulatory frameworks.

📊During the meeting, CCTPA presented key areas with potential for carbon credit development in Vietnam, focusing on three main sectors:
• Forestry: Developing carbon credit projects through forest protection and development, while clarifying cooperation mechanisms between businesses and forest owners.
• Agriculture: Exploring emission reduction projects in rice cultivation, clarifying cooperation models involving businesses, cooperatives, and farmers, as well as measurement, reporting, and verification (MRV) requirements.
• Green infrastructure: Proposing carbon credit projects through the greening of public lighting systems and rooftop solar installations, combining public-private partnership (PPP) models with energy service company (ESCO) solutions.

🤝The meeting helped clarify approaches to resolving certain legal challenges in carbon credit project development. According to the guidance provided by the Department of Climate Change, implementation should be based on provincial-level schemes led by the relevant provincial specialized agencies. For forest carbon projects, forest owners are required to collaborate and jointly sign project implementation contracts.

📑Building on the discussions and agreed directions, CCTPA will continue working with the Department of Climate Change to develop detailed implementation guidance, clarify the legal basis and mechanisms for carbon credit projects, and progressively translate proposed initiatives into practice.

🌱CCTPA làm việc với lãnh đạo tỉnh và các cơ quan liên ngành tỉnh Điện Biên về phát triển dự án tín chỉ carbon

Ngày 06/10/2026, Công ty Cổ phần Sàn Giao dịch Tín chỉ Carbon ASEAN (CCTPA) - thành viên CT Group, cùng đoàn công tác CT Group, đã có buổi làm việc với lãnh đạo UBND tỉnh Điện Biên, lãnh đạo Văn phòng UBND tỉnh và lãnh đạo các Sở, ngành liên quan, gồm Sở Khoa học và Công nghệ, Sở Nông nghiệp và Môi trường, Sở Văn hóa, Thể thao và Du lịch, Sở Tài chính, Công an tỉnh cùng các phòng chuyên môn có liên quan. Buổi làm việc do đồng chí Nguyễn Văn Đoạt - Ủy viên Ban Chấp hành Đảng bộ tỉnh, Phó Chủ tịch UBND tỉnh chủ trì, nhằm tiếp tục trao đổi về tiềm năng và định hướng hợp tác phát triển các dự án tín chỉ carbon trên địa bàn tỉnh.

🤝Tại buổi làm việc, CCTPA đề xuất nghiên cứu các nhóm dự án phù hợp với điều kiện của Điện Biên, trọng tâm là lâm nghiệp và hạ tầng xanh, đồng thời mở rộng nghiên cứu sang nông nghiệp, nuôi trồng thủy sản, cây ăn quả và cây công nghiệp lâu năm.

🌳Trong lĩnh vực lâm nghiệp, CCTPA giới thiệu giải pháp CarbonFly ứng dụng UAV, LiDAR và dữ liệu đa phổ, hỗ trợ quản lý, giám sát rừng và đo đạc, kiểm kê trữ lượng carbon. Giải pháp cũng được nghiên cứu để phục vụ công tác MRV và dMRV cho các dự án.

💡Đối với hạ tầng xanh, CCTPA đề xuất nghiên cứu giải pháp nâng cấp hệ thống chiếu sáng công cộng theo hướng sử dụng đèn LED, năng lượng mặt trời và hệ thống lưu trữ điện. Mô hình PPP, BLT và ESCO được xem xét để huy động nguồn lực đầu tư và vận hành.

📊Bên cạnh đó, CCTPA cũng đề xuất phối hợp đánh giá tiềm năng và xây dựng lộ trình phát triển các dự án tín chỉ carbon tại Điện Biên giai đoạn 2026-2030, từ thu thập dữ liệu, xác định dự án ưu tiên đến xây dựng mô hình hợp tác phù hợp.

📌Sau buổi làm việc, UBND tỉnh Điện Biên giao các cơ quan chuyên môn tiếp tục nghiên cứu, đánh giá tiềm năng phát triển tín chỉ carbon, ưu tiên từ lĩnh vực rừng và các hoạt động giảm phát thải phù hợp, làm cơ sở xác định các dự án tiềm năng và thúc đẩy hợp tác.

🚀Các nội dung trao đổi là cơ sở để các bên hướng tới phát triển các dự án tín chỉ carbon gắn với điều kiện thực tế và định hướng phát triển xanh của tỉnh Điện Biên.

🌱CCTPA works with Dien Bien Provincial leaders and relevant agencies on carbon credit project development

On October 6, 2026, ASEAN Carbon Credit Trading Platform Joint Stock Company (CCTPA), a member of CT Group, together with the CT Group delegation, held a working session with leaders of the Dien Bien Provincial People’s Committee, the Office of the Provincial People’s Committee, and relevant provincial departments and agencies, including the Department of Science and Technology, Department of Agriculture and Environment, Department of Culture, Sports and Tourism, Department of Finance, and Provincial Police, along with relevant specialized divisions. The session was chaired by Mr. Nguyen Van Doat, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, to further discuss the potential and cooperation directions for developing carbon credit projects in the province.

🤝During the session, CCTPA proposed exploring project groups aligned with Dien Bien’s local conditions, with a focus on forestry and green infrastructure, while also considering opportunities in agriculture, aquaculture, fruit crops, and perennial industrial crops.

🌳In the forestry sector, CCTPA introduced CarbonFly, a solution leveraging UAVs, LiDAR, and multispectral data to support forest management and monitoring, as well as carbon stock measurement and inventory. The solution is also being explored to support MRV and dMRV activities for carbon projects.

💡For green infrastructure, CCTPA proposed exploring solutions to upgrade public lighting systems through the use of LED lighting, solar energy, and energy storage systems. PPP, BLT, and ESCO models were considered to mobilize resources for investment and system operation.

📊In addition, CCTPA proposed collaboration to assess the potential and develop a roadmap for carbon credit project development in Dien Bien for the 2026–2030 period, covering data collection, identification of priority projects, and the development of suitable cooperation models.

📌Following the working session, the Dien Bien Provincial People’s Committee assigned relevant agencies to continue studying and assessing the potential for carbon credit development, with priority given to forests and suitable emission reduction activities, as a basis for identifying potential projects and promoting cooperation.

🚀The discussions provide a basis for the parties to work toward developing carbon credit projects aligned with local conditions and Dien Bien’s green development orientation.

[CCTPA x Nhà báo và Công luận] “Mỏ vàng” tín chỉ carbon Việt Nam: Chờ cú hích từ dòng vốn quốc tế

📰Thị trường carbon Việt Nam đang trong giai đoạn đặt nền móng, với dư địa lớn từ nguồn cung tín chỉ trong nước và nhu cầu ngày càng tăng từ thị trường quốc tế.

🎙️Trao đổi với Báo điện tử Nhà báo và Công luận, ông Nguyễn Võ Trường An – Phó Tổng Giám đốc CCTPA nhận định Việt Nam đang sở hữu tiềm năng lớn để phát triển nguồn cung tín chỉ carbon, từ rừng tự nhiên, rừng trồng đến các chương trình chuyển đổi nông nghiệp theo hướng phát thải thấp.

🌱Theo ông Trường An, Việt Nam còn có tiềm năng đáng kể trong lĩnh vực năng lượng tái tạo, xử lý chất thải, thu hồi và sử dụng khí sinh học, cũng như các dự án giảm phát thải trong sản xuất và công nghiệp. Nếu được khai thác và phát triển đúng hướng, đây có thể trở thành nguồn cung tín chỉ carbon quan trọng cho thị trường trong nước và quốc tế.

📈Về triển vọng thị trường, ông Trường An cho rằng trong 1–3 năm tới, cùng với việc hoàn thiện cơ chế, tiêu chuẩn và các kênh giao dịch, thị trường carbon Việt Nam có thể bước vào giai đoạn phát triển mạnh, mở thêm cơ hội cho doanh nghiệp và dòng vốn đầu tư quốc tế.

🌏Chia sẻ về cơ hội thu hút vốn quốc tế, ông Trường An cho rằng Việt Nam có lợi thế nhờ tiềm năng phát triển dự án trong lâm nghiệp, nông nghiệp, năng lượng và nhiều lĩnh vực khác. Trong đó, lâm nghiệp được kỳ vọng có thể bổ sung nguồn cung đáng kể khi các dự án được phát triển bài bản và đáp ứng các tiêu chuẩn quốc tế.

📰Vietnam’s carbon market is currently laying its foundations, with significant potential from domestic carbon credit supply and growing demand from international markets.

🎙️In an interview with Nhà báo và Công luận, Mr. Nguyen Vo Truong An – Vice General Director of CCTPA – noted that Vietnam has significant potential to develop its carbon credit supply, ranging from natural and planted forests to low-emission agricultural transition programs.

🌱According to Mr. Truong An, Vietnam also has considerable potential in renewable energy, waste management, biogas recovery and utilization, as well as emissions reduction projects across manufacturing and industrial sectors. If properly developed, these areas could become important sources of carbon credits for both domestic and international markets.

📈Regarding the market outlook, Mr. Truong An expects that over the next 1–3 years, as mechanisms, standards and trading channels continue to be developed, Vietnam’s carbon market could enter a period of stronger growth, creating additional opportunities for businesses and international investment flows.

🌏Regarding opportunities to attract international capital, Mr. Truong An highlighted Vietnam’s potential for project development across forestry, agriculture, energy and other sectors. Forestry, in particular, is expected to contribute significant additional supply as projects are developed systematically and meet international standards.

🔎To turn this potential into tangible capital flows, Vietnam needs to further develop technical guidelines and standards, particularly measurement, reporting and verification (MRV); mechanisms for establishing carbon credit ownership, transfer and registration; as well as requirements to ensure transparency and the integrity of carbon credits.

💡Once these elements are clearly established, investors will have a stronger basis to assess risks, value projects and commit long-term capital. This will be an important step in turning Vietnam’s natural resources and emissions reduction potential into projects capable of attracting international capital.

Ngày 10/09/2026, Công ty Cổ phần Sàn Giao dịch Tín chỉ Carbon ASEAN (CCTPA) - thành viên CT Group, cùng đoàn công tác CT Group do ông Trần Kim Chung - Chủ tịch Tập đoàn CT Group dẫn đầu, đã có buổi làm việc với lãnh đạo và các cơ quan chuyên môn tỉnh Điện Biên, với sự tham dự của ông Trần Tiến Dũng - Bí thư Tỉnh ủy, ông Nguyễn Văn Đoạt - Phó Chủ tịch UBND tỉnh, ông Lê Xuân Cảnh - Giám đốc Sở Nông nghiệp và Môi trường tỉnh, ông Nguyễn Bá Anh - Phó Giám đốc Sở Khoa học và Công nghệ tỉnh, cùng lãnh đạo Công an tỉnh và các cán bộ Công an tỉnh, nhằm trao đổi về tiềm năng và định hướng hợp tác phát triển các dự án tín chỉ carbon trên địa bàn.

• Dự án tín chỉ carbon từ rừng: Phát triển các dự án theo phương pháp REDD+ và ARR, gắn với bảo vệ, phục hồi và nâng cao hiệu quả quản lý tài nguyên rừng.
• Dự án hạ tầng xanh: Xanh hóa hệ thống chiếu sáng công cộng và phát triển điện mặt trời áp mái tại các công trình hành chính – xã hội, kết hợp giải pháp lưu trữ năng lượng.

🌱Bên cạnh đó, phía tỉnh Điện Biên đề nghị CCTPA nghiên cứu thêm tiềm năng phát triển các dự án gắn với cây macca và vùng nguyên liệu thảo dược, phù hợp với tiềm năng và điều kiện thực tế của địa phương.

🚁Để hỗ trợ triển khai, CCTPA giới thiệu các giải pháp công nghệ như CarbonFly với UAV, LiDAR và dMRV phục vụ giám sát, đo đạc và kiểm kê trữ lượng carbon; cùng Catalyst hỗ trợ kiểm kê khí nhà kính, quản lý dữ liệu ESG và báo cáo bền vững. CCTPA cũng giới thiệu nền tảng sàn giao dịch tín chỉ carbon – I-REC trên nền tảng Blockchain, hướng tới minh bạch hóa dữ liệu và hỗ trợ giao dịch, thương mại hóa tín chỉ.

🤝Về mô hình hợp tác, CCTPA đề xuất nghiên cứu triển khai các dự án hạ tầng xanh theo mô hình PPP/ESCO, huy động nguồn lực đầu tư và công nghệ từ khu vực tư nhân; đồng thời CCTPA có thể tham gia phát triển dự án, dMRV, thẩm định và thương mại hóa tín chỉ carbon theo cơ chế hợp tác phù hợp.

🌏Trên cơ sở trao đổi, CCTPA đề xuất phối hợp với các cơ quan chuyên môn tỉnh Điện Biên để khảo sát tiền khả thi, thu thập dữ liệu và nghiên cứu phương án triển khai các dự án, hướng tới khai thác hiệu quả tiềm năng tài nguyên và đóng góp vào mục tiêu Net Zero của Việt Nam.

On September 10, 2026, ASEAN Carbon Credit Trading Platform Joint Stock Company (CCTPA), a member of CT Group, together with the CT Group delegation led by Mr. Tran Kim Chung, Chairman of CT Group, held a working session with leaders and specialized agencies of Dien Bien Province, with the participation of Mr. Tran Tien Dung, Secretary of the Dien Bien Provincial Party Committee; Mr. Nguyen Van Doat, Vice Chairman of the Provincial People’s Committee; Mr. Le Xuan Canh, Director of the Department of Agriculture and Environment; Mr. Pham Thanh Nam, Deputy Director of the Department of Science and Technology; along with leaders and officers of the Provincial Police, to discuss the potential and cooperation orientations for developing carbon credit projects in the province.

🌳At the meeting, CCTPA proposed studying the development of project groups aligned with the province’s potential and local conditions, including:
• Forest-based carbon credit projects: Developing projects under REDD+ and ARR methodologies, with a focus on forest protection, restoration, and improved forest resource management.
• Green infrastructure projects: Greening public lighting systems and developing rooftop solar power systems at administrative and social facilities, combined with energy storage solutions.

🌱In addition, the Dien Bien provincial authorities proposed that CCTPA further research into the potential development of projects associated with macadamia cultivation and medicinal herb cultivation, in line with the province’s local potential and conditions.

🚁To support project implementation, CCTPA introduced technology solutions such as CarbonFly, which applies UAV, LiDAR, and dMRV technologies for forest monitoring, carbon stock measurement, and inventory; and Catalyst, which supports greenhouse gas inventory, ESG data management, and sustainability reporting. CCTPA also introduced its Blockchain-based carbon credit and I-REC trading platform, aiming to enhance data transparency and facilitate carbon credit trading and commercialization.

🤝Regarding cooperation models, CCTPA proposed exploring the implementation of green infrastructure projects under PPP/ESCO models, mobilizing private-sector investment and technology resources. CCTPA can also participate in project development, dMRV, validation, and carbon credit commercialization under appropriate cooperation mechanisms.

🌏Building on the discussions, CCTPA proposed coordinating with relevant authorities in Dien Bien Province to conduct pre-feasibility assessments, collect data, and study implementation options for potential projects, with the aim of effectively leveraging local resources and contributing to Vietnam’s Net Zero goals.

🌾CCTPA tiếp tục làm việc với các Sở liên ngành tỉnh Vĩnh Long về phát triển các dự án tín chỉ carbon

Ngày 16/09/2026, Công ty Cổ phần Sàn Giao dịch Tín chỉ Carbon ASEAN (CCTPA) đã có buổi làm việc với Sở Nông nghiệp và Môi trường tỉnh Vĩnh Long cùng các Sở, ngành liên quan nhằm tiếp tục trao đổi, cụ thể hóa định hướng phát triển các dự án tín chỉ carbon trên địa bàn tỉnh. Buổi làm việc do ông Võ Văn Ngoan – Phó Giám đốc Sở Nông nghiệp và Môi trường tỉnh Vĩnh Long chủ trì, với sự tham dự của đại diện Sở Tài chính, Sở Công Thương, Sở Khoa học và Công nghệ, các Chi cục chuyên môn thuộc Sở Nông nghiệp và Môi trường và PGS.TS. Nguyễn Công Thuận – Phó Trưởng Bộ môn Khoa học Môi trường, Khoa Môi trường và Tài nguyên thiên nhiên, Đại học Cần Thơ.

🌱Tại buổi làm việc, CCTPA đã giới thiệu hệ sinh thái giải pháp toàn diện về thị trường carbon, gồm nền tảng giao dịch tín chỉ carbon và chứng chỉ I-REC ứng dụng Blockchain, dịch vụ phát triển dự án tín chỉ carbon, cùng các giải pháp công nghệ CarbonFly và Catalyst.

📌Đồng thời, CCTPA đề xuất ba nhóm dự án trọng điểm phù hợp với tiềm năng của tỉnh Vĩnh Long, gồm:
• Dự án tín chỉ carbon từ rừng, gắn với bảo vệ, phát triển rừng và gia tăng khả năng hấp thụ carbon, với các hợp phần trồng và phục hồi rừng (ARR) và Blue Carbon.
• Dự án hạ tầng xanh, bao gồm xanh hóa hệ thống chiếu sáng công cộng bằng đèn LED, điện mặt trời và hệ thống lưu trữ năng lượng (BESS), cùng phát triển điện mặt trời áp mái kết hợp BESS, hướng tới tiết kiệm năng lượng và giảm phát thải.
• Dự án tín chỉ carbon từ canh tác lúa bền vững, tập trung vào các giải pháp giảm phát thải trong sản xuất lúa như tưới ngập – khô xen kẽ (AWD), quản lý rơm rạ và sử dụng phân bón hợp lý.

🤝CCTPA cũng trình bày các mô hình hợp tác PPP, ESCO và hợp đồng liên kết; lộ trình triển khai từ khảo sát tiền khả thi, xây dựng hồ sơ dự án đến phát hành tín chỉ carbon, cùng cơ sở pháp lý theo các quy định hiện hành.

🔎Bên cạnh phát triển các nhóm dự án, CCTPA đề xuất phối hợp thực hiện Nhiệm vụ KHCN cấp tỉnh về kiểm kê khí nhà kính, xây dựng lộ trình giảm phát thải và đánh giá tổng thể tiềm năng tín chỉ carbon trên địa bàn tỉnh Vĩnh Long.

🚀Trên cơ sở trao đổi tại buổi làm việc, lãnh đạo tỉnh Vĩnh Long thống nhất chủ trương phát triển các dự án tín chỉ carbon trên địa bàn, đồng thời đề nghị CCTPA tiếp tục làm rõ và cụ thể hóa các đề xuất để làm cơ sở nghiên cứu, triển khai trong thời gian tới.

🌾CCTPA continues working with Vinh Long Province’s departments on carbon credit project development

On September 16, 2026, ASEAN Carbon Credit Trading Platform Joint Stock Company (CCTPA) held a working session with the Department of Agriculture and Environment of Vinh Long Province and relevant departments and agencies to further discuss and concretize directions for developing carbon credit projects in the province. The session was chaired by Mr. Vo Van Ngoan – Deputy Director of the Department of Agriculture and Environment of Vinh Long Province, with the participation of representatives from the Department of Finance, Department of Industry and Trade, Department of Science and Technology, specialized divisions under the Department of Agriculture and Environment, and Assoc. Prof. Dr. Nguyen Cong Thuan – Deputy Head of the Department of Environmental Sciences, College of Environment and Natural Resources, Can Tho University.

🌱During the session, CCTPA introduced its comprehensive ecosystem of carbon market solutions, including a Blockchain-based carbon credit and I-REC trading platform, carbon credit project development services, and technology solutions such as CarbonFly and Catalyst.

📌CCTPA also proposed three key project groups aligned with the potential of Vinh Long Province, including:
• Forest-based carbon credit projects, focusing on forest protection and development and enhancing carbon sequestration, with Afforestation, Reforestation and Revegetation (ARR) and Blue Carbon components.
• Green infrastructure projects, including the greening of public lighting systems through LED lighting, solar power and Battery Energy Storage Systems (BESS), as well as rooftop solar power combined with BESS, aiming to improve energy efficiency and reduce emissions.
• Sustainable rice farming carbon credit projects, focusing on emission reduction solutions in rice production, such as Alternate Wetting and Drying (AWD), straw management, and proper fertilizer application.

🤝CCTPA also presented PPP, ESCO, and cooperation agreement models, along with an implementation roadmap from pre-feasibility assessment and project documentation to carbon credit issuance, based on applicable regulations.

🔎In addition to developing these project groups, CCTPA proposed cooperation on a provincial-level science and technology (S&T) task covering greenhouse gas inventory, the development of a GHG emission reduction roadmap, and a comprehensive assessment of carbon credit potential across Vinh Long Province.

🚀Based on the discussions, the Vinh Long provincial leadership agreed in principle on developing carbon credit projects in the province and requested CCTPA to further clarify and concretize the proposals as a basis for further study and implementation in the coming period.
