🇻🇳FOREIGNERS IN VIETNAM: IMPORTANT CHANGES TO ELECTRONIC IDENTIFICATION FROM SEPTEMBER 28, 2026🇻🇳

📌 Decree No. 320/2026/ND-CP takes effect on September 28, 2026, introducing important changes to electronic identification for foreigners in Vietnam.

🔹 EXPANDED ELIGIBILITY

From September 28, 2026, foreigners who legally enter or reside in Vietnam may apply for an electronic identification account upon request.

👉 A Temporary Residence Card (TRC) or Permanent Residence Card (PRC) is no longer required to be eligible.

🔹 APPLICATION PROCEDURE

Foreigners can apply at the Immigration Management Authority of the Provincial-level Police by:
• Presenting a passport or valid international travel document
• Providing the required information
• Having facial and fingerprint data collected
• Completing information verification with the National Immigration Database

🔹 PROCESSING TIME

⏱️ Up to 02 working days if facial and fingerprint data is already available.
⏱️ Up to 05 working days if the data is not yet available.

🟥USING E-VISA – PLEASE COMPLY WITH VIETNAM’S REGULATIONS 🇻🇳🇻🇳🇻🇳

🌺 From August 15, 2023, pursuant to Government Resolution No. 127/NQ-CP, Vietnam officially expanded the issuance of electronic visas (e-visas) to citizens of all 257 countries and territories. This open policy facilitates the entry of foreign nationals into Vietnam for various purposes such as tourism, visiting relatives, business cooperation, and work.

However, it should be emphasized that an e-visa is not a work visa. Pursuant to point d, clause 4, Article 7 of Law No. 51/2019/QH14, an e-visa granted to a foreign national for working while not holding a work permit is not eligible for change of purpose. At the same time, under point d, clause 6, Article 18 of Decree No. 144/2021/NĐ-CP, the act of “an agency or organization employing a foreign worker without completing the procedures to invite or sponsor the issuance of a visa or temporary residence card for the foreign national, except in cases permitted to change purpose under regulations” shall be subject to administrative sanction with fines up to VND 40,000,000.

📢 IMPORTANT NOTICE FOR FOREIGNERS ENTERING AND EXITING VIETNAM!!! 🇻🇳

Starting from July 01st 2026, the Vietnamese Government will officially implement new regulations under Decree No. 169/2026/ND-CP regarding administrative penalties in the customs sector. Accordingly, individuals who fail to declare or make dishonest declarations regarding foreign currencies, Vietnamese cash, gold, precious metals, or gemstones carried beyond the permitted limit may face fines of up to VND 50 million.

Penalties will be applied depending on the value of the undeclared assets, especially in cases involving large amounts of cash or valuable items that are not properly declared to Vietnamese customs authorities. In serious cases, additional legal actions may also be considered in accordance with Vietnamese law.

Under current regulations, passengers carrying:
• More than USD 5,000 (or equivalent foreign currency), or
• More than VND 15 million in cash,
are required to declare these amounts to customs authorities upon entry or exit.
