🎓 NJË FAZË E RËNDËSISHME E ARSIMIT DUAL NË KOSOVË PËRMBYLLET
Sot, me shumë krenari dhe mirënjohje, shënuam përmbylljen e projektit dhe njëkohësisht festuam rezultatet e një rrugëtimi të gjatë në mbështetje të Arsimit Dual në Kosovë.
Përmbyllja u shënua përmes konferencës:
“Forcimi i Arsimit Dual në Kosovë: Arritjet, Mësimet e Nxjerra dhe Vijimi i Mëtejmë”
Projekti “Vlerësimi dhe Certifikimi i Nxënësve të Arsimit Dual për vitin shkollor 2025–2026”, i zbatuar nga ITED – Institute for Training and Economic Development, në bashkëpunim me Odën Ekonomike të Kosovës, u realizua me mbështetjen e projektit “Shkathtësitë për Punësim të Qëndrueshëm në Kosovë”, financuar nga Qeveria e Luksemburgut dhe implementuar nga Ministria e Arsimit dhe Shkencës dhe LuxDev – Agjencia e Luksemburgut për Bashkëpunim Zhvillimor.
Ky projekt është pjesë e një procesi shumë më të gjerë për ndërtimin, forcimin dhe institucionalizimin e Arsimit Dual në Kosovë.
📊 NGA PILOTIMI DREJT NJË SISTEMI MË TË GJERË
Arsimi Dual ka kaluar nga pilotimi fillestar me 4 shkolla dhe 4 profile, në një sistem me:
🔹 32 shkolla profesionale
🔹 18 profile profesionale
🔹 rreth 2,300 nxënës
🔹 rreth 800 ndërmarrje të përfshira
🔹 32 Trajnerë të Trajnerëve (ToTss)
🔹 192 Mësimdhënës të Praktikës Profesionale të trajnuar
🔹 450 instruktorë në ndërmarrje të parakualifikuar
Një komponent veçanërisht i rëndësishëm i këtij zhvillimi ka qenë krijimi dhe forcimi i një sistemi më të strukturuar të vlerësimit, provimit dhe certifikimit, me:
🔹 225 ekzaminues të trajnuar dhe certifikuar
🔹 87 komisione të provimit
🔹 Provime me shkrim, praktike dhe me gojë
🔹 570 nxënës të certifikuar, nga 27 shkolla dhe në 12 profile profesionale
Ky ishte gjithashtu një nga ciklet më të mëdha të organizimit të provimit dhe certifikimit në kuadër të Arsimit Dual deri më tani, me nxënës të klasave XI dhe XII të përfshirë në proces në shkolla në të gjithë Kosovën.
📋 ÇKA TUTJE?
Faza e ardhshme duhet të fokusohet në forcimin e asaj që është ndërtuar, rritjen e pronësisë institucionale, përmirësimin e vazhdueshëm të cilësisë, forcimin e partneritetit me sektorin privat dhe zgjerimin e sistemit aty ku ekzistojnë kërkesa dhe kapacitete për zbatim.

Këto rezultate nuk do të ishin të mundura pa bashkëpunimin dhe përkushtimin e shumë njerëzve dhe institucioneve.
🙏 Faleminderim i madh për Departamentin e Arsimit dhe Aftësimit Profesional (DAAP) pranë Ministrisë së Arsimit dhe Shkencës, Odën Ekonomike të Kosovës, partnerët zhvillimorë – LuxDev, drejtuesit e shkollave, ToT-ët, mësimdhënësit, ekzaminuesit, ndërmarrjet dhe nxënësit, për besimin, bashkëpunimin dhe përkushtimin e tyre gjatë gjithë këtij procesi.
🙏 Mirënjohje e veçantë për Ambasadën e Dukatit të Madh të Luksemburgut në Kosovë dhe të gjithë partnerët institucionalë për mbështetjen, bashkëpunimin dhe kontributin e tyre të vazhdueshëm në zhvillimin e Arsimit Dual në Kosovë.
Një falënderim i veçantë për ekipin e ITED-it, i cili gjatë gjithë kësaj periudhe ka punuar me përkushtim për ta kthyer këtë proces në rezultate konkrete në terren.
Dhe objektivi mbetet i qartë:
Një sistem i Arsimit Dual cilësor, i qëndrueshëm, i institucionalizuar dhe i lidhur drejtpërdrejt me nevojat e tregut të punës në Kosovë.

🎓 AN IMPORTANT PHASE OF DUAL EDUCATION IN KOSOVO COMES TO AN END
Today, with great pride and gratitude, we marked the completion of the project and, at the same time, celebrated the results of a long journey in support of Dual VET Education in Kosovo.
The closing was marked by the conference:
“Strengthening Dual Education in Kosovo: Achievements, Lessons Learned and the Way Forward”
The project “Examination and Certification of Dual VET Education Students for the 2025–2026 School Year”, implemented by ITED – Institute for Training and Economic Development, in cooperation with the Kosovo Chamber of Commerce, was carried out with the support of the project “Skills for Sustainable Employment in Kosovo”, funded by the Government of Luxembourg and implemented by the Ministry of Education and Science and LuxDev – Luxembourg Development Cooperation Agency.
This project is part of a much broader process aimed at building, strengthening and institutionalizing Dual Education in Kosovo.
📊 FROM PILOTING TOWARDS A BROADER SYSTEM
Dual VET Education has evolved from an initial pilot with 4 schools and 4 profiles into a system with:
🔹 32 vocational schools
🔹 18 vocational profiles
🔹 around 2,300 students
🔹 around 800 enterprises involved
🔹 32 Trainers of Trainers (ToTs)
🔹 192 Vocational Practice Teachers trained
🔹 450 pre-qualified in-company instructors
A particularly important component of this development has been the establishment and strengthening of a more structured assessment, examination and certification system, including:
🔹 225 examiners trained and certified
🔹 87 examination commissions
🔹 Written, practical and oral examinations
🔹 570 students certified, from 27 schools and across 12 vocational profiles
This was also one of the largest examination and certification cycles within Dual VET Education to date, involving Grade 11 and Grade 12 students from schools across Kosovo.
📋 WHAT COMES NEXT?
The next phase should focus on strengthening what has been built, increasing institutional ownership, continuously improving quality, strengthening partnerships with the private sector, and expanding the system where there is demand and sufficient capacity for implementation.
