Phase 1 of a newly developed e-Vetting system is undergoing User Acceptance Testing (UAT) and will deploy in Q1 of 2026/27 to allow for large-scale processing. Over 39,000 legacy files have been digitized.

4. Counter-Terrorism & Terror Financing
Financial Disruptions: Given that modern terrorism relies heavily on decentralized digital and financial networks, the SSA is prioritizing the disruption of financial infrastructures.
Progress: Recent advancements include finalizing the Terrorism Financing National Risk Assessment (NRA), establishing a National Countering the Financing of Terrorism Strategy (NCFTS), and developing a Targeted Financial Sanctions Operational Framework to curb illicit financial flows.
5. National Cybersecurity Strategy
Cyber Resilience: Recognizing the growing vulnerability of South Africa's expanding digital economy to hackers and state-sponsored cyberattacks, the focus has shifted from simple defense to comprehensive digital resilience.
Timeline: Following public and sector consultations, a revised National Cybersecurity Strategy is slated for formal adoption in the upcoming quarter.
6. Institutional Reforms (The NCIC)
The Nerve Centre: The SSA has finalized the establishment of the National Centre for Intelligence Coordination (NCIC) to distinctively support the National Intelligence Coordinating Committee (NICOC). This institutional reform aligns with the rollout of the General Intelligence Laws Amendment Act (GILAA) to restructure intelligence branches and improve statutory oversight.
7. Intelligence Academy & Technological Innovation
Data Institute: The Minister directed the creation of a Data Institute under the South African National Intelligence Academy (SANAI). This dedicated hub will house experts in AI, machine learning, data science, and cybersecurity to drive data-led operational innovation.
Geospatial Tracking: Through an active MOU with the South African National Space Agency (SANSA), the SSA is deploying a Geospatial Information Dashboard to modernize intelligence collection.
