Media and Public Statement by the MEC for Transport and Human Settlements Siboniso Duma
04 June 2026

Inkosi Mhlabunzima Maphumulo House: We wish to inform the people of this province and the country that three gun-wielding security guards who violently attacked an e-hailing driver and harassed female passengers in KwaNdengezi have been arrested.

Once again, we pause to salute law enforcement agencies deployed by the Lt General Nhlanhla Mkhwanazi for working efficiently with Durban Metro Police, Operation Shanela and Road Traffic Inspectorate to deal with this incident.

In view of the public outraged that swept through the province following our statement of condemnation, we welcome the following:

1. Three security guards have been arrested;
2. Three fi****ms have been confiscated;
3. One firearm which was used in the attack is the subject of a separate investigation;
4. SAPS, at the provincial level is also investigating the security company involved in terms of Section 109 of the Fi****ms Control Act 60 of 2000.

As stated this morning, the Private Security Industry Regulatory Authority (PSiRA) must act firmly against those responsible for the violation of the Private Security Industry Regulation Act.

We commend the leadership of the South African National Taxi Council and KwaNdengezi Taxi Association for working with us in resolving this matter very swiftly.
Finally, my office has met with the family of the driver. We are currently arranging the necessary counselling for the e-hailing driver and the female victims.

SIU AUTHORISED TO INVESTIGATE ALLEGED MALADMINISTRATION AT THE PRIVATE SECURITY INDUSTRY REGULATORY AUTHORITY AND THE UNEMPLOYMENT INSURANCE FUND REGARDING TRAINING CONTRACTS INTENDED TO TRAIN 7,071 LEARNERS

President Cyril Ramaphosa has signed Proclamation 316 of 2026, authorising the Special Investigating Unit (SIU) to investigate allegations of maladministration, improper or unlawful conduct, and to recover any financial losses suffered by the State in the affairs of the Private Security Industry Regulatory Authority (PSIRA) and the Unemployment Insurance Fund (UIF).

Proclamation 316 of 2026 empowers the SIU to investigate allegations relating to the procurement of, or contracting for, training services by or on behalf of the Institutions. The SIU will investigate allegations of maladministration within the Institutions and any resulting losses or prejudice they have suffered. This includes issues related to the delivery of Election Observer Training, End-User Computing Training, and “PSIRA Grade E to C” Training provided to 7,071 targeted learners across nine provinces.

The SIU will seek to establish whether the payments made were made in a manner that is fair, competitive, transparent, equitable or cost-effective. Furthermore, the SIU will examine whether there was any improper or unlawful conduct by officials or employees; unlawful appropriation or expenditure of public money or property; irregular or unauthorised transactions involving State property; intentional or negligent losses of public funds.

The investigation will cover allegations that occurred between 1 January 2019 and the date of publication of the Proclamation, 3 June 2026. The SIU is also authorised to investigate related matters that occurred before or after this period where they are connected to the issues identified in the Proclamation, including the same people, entities or contracts.

In terms of the Special Investigating Units and Special Tribunals Act, 1996 (Act No. 74 of 1996), the SIU will refer any evidence of criminal conduct uncovered during the investigation to the National Prosecuting Authority (NPA) for further action.

The SIU is further authorised to institute civil proceedings in the High Court or the Special Tribunal to set aside unlawful contracts, recover financial losses suffered by the State, and correct any wrongdoing identified during the investigation.

[LIMPOPO ANTI-SMUGGLING TEAMS INTERCEPT STOLEN R900 000 TOYOTA PRADO DESTINED FOR THE BORDER AND ARREST ONE SUSPECT]

Members of the Provincial Tracking Team and Provincial Investigation Unit, working in collaboration with Private security, acted swiftly on information received during the early hours of Thursday, 04 June 2026, regarding a vehicle reportedly stolen in Gauteng and allegedly being transported towards the Beitbridge Port of Entry for possible smuggling out of the country.

The operational team immediately deployed and maintained observation along the R101 South within the Westernburg policing precinct. The suspicious vehicle was subsequently spotted travelling at high speed. The driver ignored police instructions to stop, prompting a high-speed pursuit.

The chase ended at the intersection of the R101 and R519 roads, where the operational team successfully forced the vehicle to a halt and apprehended the driver.

Preliminary investigations established that the recovered vehicle, a Toyota Prado VX Series valued at approximately R900 000, had been reported stolen in Benoni, Gauteng, on Saturday, 30 May 2026.

A 24-year-old South African male was arrested at the scene and is expected to appear before the Polokwane Magistrate’s Court on Friday, 05 June 2026, facing charges of possession of a suspected stolen motor vehicle, reckless and negligent driving, and driving without a valid driver’s licence.

Gunshots fired at the e-hailing driver, and female passengers were harassed and intimidated: Duma orders an investigation into security guards and is confident of a decisive action against those involved

Media and Public Statement by the MEC for Transport and Human Settlements Siboniso Duma

04 June 2026

Inkosi Mhlabunzima Maphumulo House: From the onset, we wish to condemn, in the strongest terms, the violent attack on the e-hailing driver, the harassment, and the intimidation of helpless females in KwaNdengezi Township, west of Durban.

Last night we received distressed calls from the leadership of the KZN e-Hailing Council.

They shared a video showing an attack on the e-hailing driver who was transporting female passengers.

Security guards from a company allegedly hired by KwaNdengezi Taxi Association are seen in the circulating video brandishing guns and ordering the e-hailing driver to drop off female passengers.

We have been informed that shots were fired at the tyres resulting in the e-hailing driver losing control and his car colliding with another car.

We have assigned a team from our Public Regulatory Entity and Operation Shanela to investigate this matter, working with the South African Police Service and Metro Police.

In this regard, ballistic experts must be brought in to do spot examinations of any cartridges on the scene.

In particular, we are calling upon the Private Security Industry Regulatory Authority (PSiRA) to come closer to this matter. Clearly, the gun-wielding security guards must be investigated for the violation of the Private Security Industry Regulation Act.

Finally, we commit to ensuring stability in the public transport sector, working with the South African National Taxi Council and other key role players.

Six Arrested as Major Truck Hijacking Syndicate Dismantled in West Rand:

Six suspects have been arrested following a coordinated intelligence-led operation targeting a truck and delivery van hijacking syndicate believed to be operating across Gauteng and neighbouring provinces.

The operation, conducted on Wednesday, 3 June 2026, in the Krugersdorp and Tarlton areas, involved SAPS Crime Intelligence, Gauteng Tactical Response Team (TRT), Gauteng Traffic Police Airwing, SAPS DPC Tracking Team, CAP Specialised Operations and Tracker Connect.

Authorities acted on intelligence indicating that the syndicate was using a BMW 1 Series and a Jetour Dashing SUV to carry out hijackings.

During surveillance on the R24 in Tarlton, officers spotted the two vehicles allegedly attempting to stop a truck using blue lights, a tactic often employed by criminals impersonating law enforcement officials.

The operational plan was immediately executed, resulting in both vehicles being intercepted and all six occupants arrested.

Three suspects were found in each vehicle.

A number of items linked to the alleged hijacking operation were seized, including blue lights, a signal-jamming device, handcuff-style cable ties believed to be used to restrain victims, multiple sets of false registration plates and several cellphones.

The BMW and Jetour SUV were also confiscated as they were allegedly used in the commission of crimes.

Police believe the suspects may be connected to a large number of truck and delivery vehicle hijackings across the region.

The suspects remain in custody while further investigations continue to establish the full extent of the syndicate’s activities and identify additional cases linked to the group.
